Kevin Hugman returned to the City of Duncanville in 2024 to serve as Assistant City Manager - Operations.
Kevin Hugman was previously the Senior Vice President at SGR, a position he held since 2021 after retiring from city management and a 25-year career in local government. His experience includes 5 years as a city manager for the City of Duncanville and 17 years in senior leadership roles in the city manager’s office, human resources, and parks and recreation. Kevin’s passion for public service began when he was commissioned as a naval officer following his graduation from the University of Texas at Austin with a bachelor’s degree in architectural engineering. Serving on active duty for 5 years on a nuclear submarine, Kevin learned the value of- and developed his passion for- leadership, mission, teamwork, and professionalism, and he now applies that passion to the work he does with SGR's Executive Recruitment.
After a relatively short career as an engineer for a civilian nuclear power plant, Kevin found his calling in local government when he obtained his Masters in Public Administration degree from the University of Texas at Arlington. He earned his Credentialed Manager certification from the International City/County Management Association (ICMA), and was active in the Texas City Management Association (TCMA) in various board member roles. He was designated a Life Member of TCMA following his retirement.
Kevin continued to serve his country in various leadership roles in the US Navy Reserves, retiring at the rank of Captain after serving 26 years of active and reserve duty. As a past president of his UT Navy ROTC alumni association and current board member of the Scholarship Foundation, he still continues to do his part in assisting and mentoring future naval officers.
Being a grandfather to his ten grandchildren is now one of Kevin’s greatest joys in life. He and his wife Susan enjoy spending time with the little ones, camping, hiking, and traveling.
