SPIRIT WEEK 2025

City of Duncanville staff came together last week for Spirit Week, balancing their hard work serving the community with a little fun and team-building. From NFL Jersey Day to Champion Friday, employees showed off creativity, teamwork, and city pride, reminding us that when our team works well together, our community benefits most.


Fiscal Year 2025-2026 Proposed Budget

The City is pleased to provide the FY 2026 Proposed Budget in a new, convenient, mobile-friendly, and interactive digital version through the OpenGov platform. This modern tool gives residents, business owners, and stakeholders easy access to the City of Duncanville’s proposed financial plan for the upcoming fiscal year. BUILDING PERMITS AND INSPECTIONS

Updated at 2:42 PM on September 12, 2025 Rental Weekly Inspection Report

  • A total of 12 rental inspections were scheduled this week: 0 passed, 12 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 0 Single Family Rental Certificates of Occupancy have been reissued, and there are 0 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 83 Total Building inspections this week. 56 inspections passed, 26 failed, 1 canceled.
  • 35 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 7 total health inspections: 0 were health inspections for the annual renewal, 0 were for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 6 routine health inspections and 1 complaint.

Total fees collected for the week was $14,350.00

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

Emergency Management:

  • Emergency Management Team (EMT) attended Dallas-Fort Worth Regional Integrated Public Alert Warning System (IPAWS) meeting to develop a regional framework for IPAWS use.
  • EMT coordinated the Regional School Safety meeting with all Best Southwest school districts and Charter Schools.
  • Emergency Management Team served as Event Director for the Dallas 9/11 Memorial Stair Climb. Four Duncanville Firefighters completed the climb.
  • EMT held monthly Best Southwest Community Emergency Response and conducted fire extinguisher training for about 20 members.
  • Emergency Management Team conducted a site walkthrough at Holy Spirit Catholic Church in Duncanville to get recommendations on severe weather shelter locations
  • EMT participated in the Dallas County VOAD (Volunteer Organizations Active in Disaster) meeting.

Fire Administration 

  • Attended Rotary Club of Duncanville meeting.
  • Attended the Computer Assisted Dispatch – Records Management System meeting in Cedar Hill, Texas.
  • Attended the Regional Fire Chiefs meeting.
  • Attended Regional Emergency Medical Services Training Officer candidate interview.
  • Attended City Comprehensive Plan meeting.
  • Met with Interim City Manager Richard Abernethy to discuss the Outdoor Warning System.

PERSONNEL

  • Recruit Victor Gonzalez graduated from the North Central Texas Council of Governments Police Academy on Monday, September 8, 2025.
  • Recruits Nahum Escudero, Lazaro Castro, and Quincy Denham completed week 8 of the academy.
  • On Tuesday, September 2, 2025, Class #64 of the Citizens’ Police Academy officially began. The program welcomed a new group of community members eager to learn about the inner workings of law enforcement. Over the coming weeks, participants will engage in hands-on activities, presentations, and ride-alongs designed to provide insight into the daily operations, challenges, and responsibilities of the police department. The Citizen’s Police Academy continues to serve as a vital bridge between officers and the community, fostering transparency, trust, and mutual understanding.
  • Criminal Investigative Division Detectives were able to issue an arrest warrant for a 2009 Sexual Assault after new DNA (Deoxyribonucleic acid) evidence allowed the investigation to be reopened.

  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children in kindergarten, 1st, 2nd, and 3rd grades.

Economic Development Director Victor Barrera attended the Retail Live South-Central conference in Austin on September 4, 2025. The event provided an opportunity to promote local development opportunities and engage with national retail partners.

On September 9, 2025, Economic Development staff participated in the InterFace DFW (Dallas-Ft. Worth) & North Texas Retail conference. The team gained insights into current retail trends and strengthened connections with real estate professionals in the region.

Excitement Builds for the Best Southwest Hispanic Heritage Fest

The City of Duncanville is proud to host the Best Southwest Hispanic Heritage Fest on Saturday, September 20, 2025, from 3:00 PM to 10:00 PM at Armstrong Park. This annual celebration highlights the vibrant traditions, music, food, and culture of the Hispanic community and brings together residents and visitors from across the region.

The festivities begin with the parade at 3:00 PM, featuring community groups, schools, cultural organizations, and businesses. We encourage participation in the parade to showcase the spirit and diversity of Duncanville.

Please note: All vendor applications are now closed as we gear up for next weekend’s celebration.

This year’s entertainment lineup will feature:

  • Jangueo – high-energy rhythms and Latin beats
  • Tejano Queen Forever – a tribute to Tejano music legends
  • Los Tigrillos – closing the evening with their iconic Norteña sound

  • Dean Construction just completed pouring soccer concession stand piers, foundation will follow after curing period.
  • Soil conditioning has been completed at soccer concession stand.
  • Utility & Sewer taps have been completed at soccer concession stand.
  • Irrigation repairs are in progress at soccer concession stand where they trenched to connect sewer.
  • Baseball concession stand is vertical, interior & exterior walls are complete. Interior wiring is in progress.
  • Exterior brick fade is in progress at the baseball concession stand.
  • Trail bridge lumber trust has been delivered.
  • The trail bridge is still pending.

Video Teaser Recordings (15 to 30 Seconds)

Over the past week and continuing into this week, staff has been actively recording 15 to 30-second teaser videos to promote several upcoming fall and spring events hosted by the City of Duncanville.

These short, engaging video clips aim to provide residents with firsthand insight into what they can expect at each event. Our goal is to create a more dynamic and accessible way to inform the public, combining visuals, audio, and direct messaging to generate excitement and awareness.

CPR Class Update – September

This month, our CPR/First Aid class reached 6 individuals, which is a strong turnout considering the common challenge of attracting participants who aren't required to take the class for work.

We recognize that voluntary sign-ups can be difficult to generate, making this number especially encouraging. Dr. Chandler continues to do an outstanding job marketing and promoting the class, helping to raise awareness of its value and importance within the community.

Her efforts are making a real impact—not just in numbers, but in potentially life-saving knowledge being shared.

Class Spotlight

This week, we’re thrilled to highlight our Zumba class, led by veteran instructor Vanessa Cortez, who has been bringing energy and expertise to the Duncanville Recreation Center on and off since 2012.

With an average of 10 participants each week, her classes are known as one of our most fast-paced and high-energy dance fitness offerings. If you pass by the Aerobics Room on a weeknight, you’re likely to hear the lively Latin beats and feel the vibrant energy pouring out of the class.

We’re thankful to have passionate instructors like Vanessa as part of our Recreation family, motivating participants to stay active while bringing plenty of smiles and laughter along the way.

Planning and Zoning
  1. On September 30, 2025, the Planning and Zoning Committee will possibly be adopting the Comprehensive Plan with Matt Horn of MRB Group. The governing bodies have presented their concerns during the briefing. City Council is scheduled to decide if they will adopt the Comprehensive Plan on September 30, 2025, City Council Special Meeting.
  2. The Planning and Zoning Commission APPROVED Case#2025-00008, an application for a Specific Use Permit to allow for the use of “Animal Services” for property located at 202 W. Center Street, Duncanville, Dallas County, Texas.
  3. The Planning and Zoning Commission APPROVED Case#2025-000015, an application for a Zoning Change from Planned Development (PD) to Duplex Residential District (TF-7) on land located at 400 E. Center, City of Duncanville, Dallas County, Texas.
  4. The City of Duncanville Planning Department is revamping our services, and we look forward to implementing changes and improvements that will cultivate a healthy, collaborative environment between staff, developers, and the community. #WeAreOpenForBusiness


PUBLIC WORKS 

Street Division

  • Crews removed trees from the creek behind Rocky Creek Drive.
  • Crew identified and marked one utility drainage location.
  • Crews poured concrete on Shamrock Drive and South Cedar Ridge Drive.
  • Crew cleaned and trimmed trees at the creek near Danieldale Road.
  • Crews repaired 22 potholes around the city.
  • Crews performed hot mix repairs on the alley behind Hill Terrace Drive.
  • Road striping will begin on September 22, 2025, and is expected to last approximately four days.
  • McMahon began panel replacement in the northbound lanes on Duncanville Road on September 8, 2025.
  • Crew placed traffic control devices for the varsity football game at Duncanville High School on Friday, September 5, 2025.

Utilities Division

  • From September 1-7, 2025, 37,168,380 gallons of water were pumped. The estimated water loss for that week was 2,161,680 gallons, including main breaks and leaks.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) locate all the water distribution valves across the city. This project is scheduled to be completed by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
