During the Tuesday, April 21, 2026, Regular City Council Meeting, Hannah Olsen, Director of the Duncanville Public Library received the mayor's proclamation recognizing National Library Week. BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 82 total building inspections this week. 54 inspections passed, 18 failed, 1 canceled, and 9 partial passes.

  • 70 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 9 health inspections, 0 for Annual Health Renewal, 4 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 5 routine health inspections, 0 mobile food unit inspection, and 0 complaints and closures.

Total Fees Collected for the Week: $57,708.50.

Rental Weekly Inspection Report:

  • A total of 15 rental inspections were scheduled this week: 0 passed, 15 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 0 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

COMMUNICATIONS AND MARKETING 

 Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation

TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Emergency Management Team (EMT) coordinated and completed Community Emergency Response Team (CERT) Basic Course.

  • EMT attended the Regional Statewide Drill After Action Review.

  • EMT attended Complex Coordinated Terrorist Attack (CCTA) Summit.

  • EMT continue monitoring and responding to severe weather events. 

Fire Administration 

  • Took a tour of the Duncanville Independent School District Panther Pantry that assists low-income students and families.

  • Duncanville Fire Chief Chris Connealy attended the Texas Fire Chiefs Association Annual Conference in Waco, Texas, last week for annual mandated continuing education.

  • Continued to work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  • Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

  • New hire interviews were held on April 10, 2026. Interviewed two applicants. One applicant was given a conditional job offer. The other applicant failed the interview. Human Resource Director Ashley Jacobs and Chief Chris Connealy sat in on the interviews and found the process good. Currently, we have four vacancies. One additional vacancy will occur in May.

  • Railroad Flats Property – A Chapter 380 Agreement with Pagaso California Construction Corp was approved by the City Council on March 3, 2026, as part of the purchase and redevelopment of this vacant parcel in the Downtown District. The proposed project must still secure site plan approvals and an amendment to the existing Planned Development zoning ordinance by the Planning Commission and City Council.

PARKS

  • Staff installed goals and nets on Soccer Field 2 at Harrington Park.

  • Crews completed soccer field painting using robots and followed up with Kromer, as needed.

  • Staff conducted multiple storm inspections and removed water from baseball fields.

  • Staff prepped fields across Harrington, Lions, and Alexander Parks for games and practices.

  • Staff installed and irrigated hanging baskets along the Main Street corridor.

  • Crews performed bed maintenance at Harrington Entry (trimmed shrubs, removed debris, adjusted sprinkler heads).

  • Staff trimmed multiple trees and crepe myrtles at the Harrington Park entry.

  • Staff conducted storm cleanup and inspections at Quail Run, Rotary, and Lions Park (minor debris and limbs).

  • Crews completed trash pickup and site clean-up across maintained parks.

  • Staff participated in mower demonstrations and field testing at Harrington Park.

Recreation Center

Program Highlights

This week, we would like to highlight Lisa Noey, who serves as both the Little Tigers Taekwondo instructor and the Personal Trainer at the Recreation Center. She has recently added three new clients, bringing her total to six. These personal training sessions are available for individuals ages 30 and over, and the first fitness assessment is free. Take advantage of this opportunity to get in shape with the guidance of a certified instructor and be at your best this summer.

Facility Highlights

For the next 2 weeks, the Recreation Center will use the Meeting Rooms as a voting center from April 20 through April 28, 2026, with Primary Election Day scheduled for May 2, 2026.

Additionally, the Duncanville Police Department utilized the Aerobic Room on Monday and Tuesday for Defensive Tactics Training.

Team Highlights

This past Thursday, the Duncanville Recreation staff participated in a team-building pickleball activity. Recreation team members came out on Thursday evening to enjoy friendly competitions, engage with one another, and strengthen teamwork in a fun, active environment.

BloomFest Music & Arts Festival

 

BloomFest 2026 is quickly approaching, and excitement continues to build as we prepare for another vibrant celebration of music, art, and community at Armstrong Park on Saturday, May 9.

 

Planning is in full swing, with key elements of the event coming together. The Champion Stage lineup is officially set, and we are actively finalizing performances for the second stage to ensure a full evening of entertainment for all attendees. Our Battle of the Bands competition has generated strong community engagement, with voting now complete. The Top 3 bands have been announced, and they will take the stage live at BloomFest where the final winners will be voted on live and then revealed during the event. Vendor participation remains strong, with a diverse mix of market vendors, artists, and food trucks confirmed. This year’s event will continue to feature an Artist Market, highlighting original artwork and live creativity throughout the park.

In addition to live music and vendors, attendees can look forward to several interactive and family-friendly experiences, including:

  • The “Pieces of Us” community mosaic project, sponsored by Parks & Recreation and hosted by Esther Williams

  • Live art activations and pop-up creative experiences

  • The return of popular community partners and local business engagement opportunities

We are also excited to share that BloomFest has received support from the Texas Commission on the Arts, bringing the unique and engaging Bike Zoo activation to this year’s event, adding another dynamic, family-friendly experience. Marketing and promotion efforts are actively underway, with increased visibility across social media, regional outreach, and community partnerships to drive attendance and tourism. Planning and Zoning

The next Zoning Board of Adjustment meeting is scheduled for Thursday, May 7, 2026. The Planning & Zoning Department will meet on Monday, May 11, 2026. Both meetings will take place at City Hall, located at 203 East Wheatland Road, Duncanville, Texas 75116.


PUBLIC WORKS 

CONSTRUCTION NOTICE

The City of Duncanville is starting construction! Please anticipate increased traffic and delays in the area. Construction will begin on April 25, 2026, with an estimated completion of mid- May 2027. Please note that rocky soil conditions and weather can impact the scheduled timeline.

Who: Residents of Duncanville

What: Project: The project consists of reconstruction of roadway paving, drainage, water, wastewater, sidewalk, and pedestrian improvements.

Where: North Cedar Ridge Drive from Cathy Self-Morgan Way/Middale to W. Camp Wisdom Road (see maps below).

When:
April 25, 2026, through mid-May 2027.

Why: To repair the roadway and utilities that have exceeded their lifetime and provide better service and safety to the residents and general public.

Cedar Ridge Drive Improvements

  • A community meeting to discuss the upcoming project was held on Monday, April 20, 2026, at the D. L Hopkins Senior Center. Estrada Concrete LLC. Mobilized for the project on April 22, 2026.

Creek Bank Restoration

  • The preconstruction meeting for this project was held on March 11, 2026. The contractor has submitted their project submittals, which have been reviewed and returned. A Notice to Proceed was issued on April 20, 2026.

Street Division

  • Crews poured a concrete pad for electric boxes at Harrington Park.

  • Crew completed five pothole repairs on Cedar Hill Road.

  • Crews completed utility repairs on Greenstone Lane, Quail Run, and Magnolia Lane.

  • Crews began the cleanup process on the creek near East Fain Street, including the removal of trash and debris.
Utilities Division
  • From April 13-19, 2026, 31,257,570 gallons of water were pumped. The estimated water loss for that week was 295,292 gallons.
