BUILDING INSPECTIONS

- A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 6 inspections have been completed since the previous update; 4 passed, 2 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide smoke detectors, and improper installation of water heaters.
- Since February, 4 Certificates of Occupancy have been re-issued.
- This week, 46 Building inspections and 3 Health Inspections were conducted. The total amount of fees collected was $91,384.40.
- This week, 23 permits were issued.

DUNCANVILLE, TX – In response to resident concerns about federal policy changes, the City of Duncanville and the Duncanville Police Department are hosting a Town Hall Meeting on Monday, February 17, 2025, at 6:30 PM at Centro Familiar Cristiano (419 N Cedar Ridge Dr, Duncanville, TX 75116). The goal of this meeting is to provide an open platform for residents to ask questions, voice concerns, and engage in productive dialogue regarding topics that matter to you.
This Town Hall will feature a panel including City Manager Douglas E. Finch, Police Chief Matt Stogner, Crime Prevention Officer Michelle Arias, and an immigration legal specialist from Jaime Barron Immigration Group, among other special guests. The event is designed to foster an open and welcoming environment where we can listen to the concerns of the community and share important information.
We encourage all residents to attend and participate in this important conversation. Your voice matters, and this is an opportunity to directly interact with local leadership, learn more about how the City of Duncanville is working for you, and get the answers you need. To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.
Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.

- Attended the 2026 Fiscal Year Budget Meeting with the city's Fiscal Services department

- Attended the Southwest Regional Communications Center Meeting.
- Created work plans for staff and myself to start working on the Texas Fire Chiefs Association Best Practices Recognition Program to further improve the City of Duncanville Fire Department. The goal is to achieve this designation by 2026
- Preparing for a meeting with an Insurance Services Office (ISO) consultant on March 4, 2025, and March 5, 2025, for a site visit with the City of Duncanville Fire Department and Public Works to determine what needs to be done to achieve an ISO Class 1 rating.
- Battalion Chief Kyle Underwood received his 10-year service award with the city.
- Probationary Firefighter Douglas Maddox started Monday, February 10, 2025.

- On February 5, 2025, an official quorum was held for the Civil Service Commission, allowing department members to hear an appeal concerning questions related to the sergeant’s promotional test.

- On February 3, 2025, to February 7, 2025, Animal Control Officer Chad Chamberlain and Chief Operations Officer Kristin Downs completed the Civilian Leadership: Level Two–Supervision course that the City of Southlake Police Department hosted. This 35-hour Texas Commission on Law Enforcement (TCOLE) certified training is part of a three-part series designed to equip supervisors with essential leadership skills, promote trust within agencies, and enhance team performance.
- On February 5, 2025, Officer David Rawlins and Detective Kyle Welling conducted 11 VIN inspections.
- On February 3, 202, to February 7, 2025, Senior Evidence Technician Sara Youssef completed the Supervision of Forensic Units course with instructor Lawrence Stringham of Tritech Forensics Training. This training provided vital insights into forensic leadership, crime scene management, latent print, and evidence units while developing key leadership and management skills.

- The Sergeant’s promotional exam is posted for March 12, 2025, at 8:30 AM.
- There are currently 4 recruits in the academy.
- 4 officers are currently in Field Training.
- Recruits Tesean Bond and David Perea completed their seventh week of Police Academy training. The training for the week focused on identity crimes, asset forfeiture, radio communications, hazmat, Spanish for law enforcement, and threat assessment scenarios.
- Recruits Krystal Hayes and Juan Marin completed their fourteenth week of Police Academy training. Both recruits passed week 13 of the Cooper. The training for focused on crash investigations and physical fitness.

- Economic Development staff and Duncanville Community and Economic Development Corporation (DCEDC) board members attended the 2025 International Council of Shopping Centers (ICSC) at the Red River Convention held at the Kay Bailey Hutchison Convention Center in Dallas. Staff also hosted an exhibitor booth to market the Duncanville Community and Economic Development Corporation (DCEDC) while meeting with developers, retailers, and other cities from Texas, Oklahoma, and New Mexico.

- Personnel received the first SeeMyLegacy request for a Dedication Bench for Noah Higgins at Armstrong Park. We are in the process of ordering materials to complete this request.
- Staff approved installing 4 new irrigation controllers in parks to provide water for new and various features.
- Crews are starting to install new decorative street banners on Main Street and Wheatland Road
- Staff completed the Keep Texas Beautiful Annual Report to fulfill the Gold Star Affiliate Recognition for 2024.
- Crews completed the pipe and cable installation at the Charles F. Ladd Nature Preserve, including entrances along Danieldale Road.
- Staff continued leaf removal from Armstrong Park and subsequent adjacent buildings
- Crews started to install new Big Belly trash compactors at City Hall and the City of Duncanville Library.
- Crews continued the weekly work schedule for landscape maintenance, athletic ball field preparations, and park/ playground inspections

- Installed erosion control fencing for the new soccer concessions stand
- Removed shade structures inside the baseball complex to access heavy equipment to begin demolition of the baseball concessions stand

- Working with the City Health Inspector to confirm commercial grade appliances still meet standards for the project
- Processed multiple requests for information to solidify specifications for the project

- The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
- A Town Hall Meeting occurred on August 13, 2024.
- Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
- The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review a traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
- The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
- On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
- On October 22, 2024, there was a meeting between staff and the applicant.
- The city agreed to hire a third party to review the project's zoning and engineering.
- The third party met with staff on December 17, 2024, to discuss comments.
- The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.

- The proposed project has moved forward to the building permit stage; a building permit was issued on December 18, 2023.
- The owners have applied for a certificate of occupancy and will receive it once all inspections have been completed.

- A Request for Qualifications (RFQ) has been posted to the city website by Chief Procurement Officer Elton Brock.
- A Pre-Statement of Qualifications Meeting for RFQ 24-0014 was held on March 6, 2024.
- A Statement of Qualifications due March 26, 2024, at 2 PM
- Evaluations were completed, and 3 firms have been selected.
- Recently, the Comprehensive Plan Committee selected 1 firm.
- The firm discussed the Comprehensive Plan Update during the work session at the July 16, 2024, City Council meeting.
- The selected firm’s contract was brought forth at the Duncanville Community Economic Development Corporation Board for approval on July 30, 2024.
- Discussion took place at the August 6, 2024, City Council meeting regarding the kick-off of The Comprehensive Plan Update.
- The Comprehensive Plan Steering Committee meeting occurred at Collab, located at Wheatland Plaza, 402 East Wheatland Road, on September 9, 2024.
- The first public workshop for the city's Comprehensive Plan was hosted on Monday, December 2, 2024, from 6:00 PM to 8:00 PM at the Duncanville Fieldhouse and welcomed over 40 residents. A community survey was given to gather information from the community to further the progress of the plan's creation.

Short-Term Rental Registration
- 5 properties were granted a Specific Use Permit by the City Council in July of 2024 1 of the 5 properties no longer operate as a short-term rental.
- 4 properties were mailed a certified final notice from the Building Official on December 18, 2023.

- 2 properties were mailed an initial notice from the Planning Division on January 19, 2024.
- The city has been in discussions with several companies that offer short-term rental tracking services and will make a final decision within the following weeks.
Temporary Workforce Housing Program
- 3 properties were granted a Specific Use Permit by the City Council on May 21, 2024. All 3 properties have completed inspection and registration for 2024.

Street Division
- Crews repaired the asphalt on Hill Terrance Drive was repaired.
- Crews cleaned 40 stormwater drainage grates and cleared debris.
- Staff cleaned 29 creek headwalls, which were cleared of debris.
- Crews marked 10 drainage utility locates.
- Staff repaired 44 potholes at various locations throughout the city.
- Crews poured concrete on Tenery Lane, Freeman Street, Camp Wisdom Road, and near a property on Hwy 67 for utility cut repairs.

Utilities Division
- Water usage was 27,657,400 gallons during this reporting period, February 3– February 12, 2025, down from 28,271,000 the previous week. The daily peak water demand occurred on Saturday, February 8, 2025, when 4,670,600 gallons of water were used. There were 0.00 inches of precipitation during this period. An estimated 105,000 gallons of water loss occurred.
Other Construction
Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
