Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation
TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

Fire Administration

The EMS (Emergency Management Service) Division will track the new First Due electronic care reporting system approved by City Council on March 17, 2026, to ensure proposed deliverables are achieved. Once training is complete and implementation begins, monthly updates will be provided to City Management.

Continuing to work on the Texas Fire Chiefs Association Best Practices project. Making a lot of progress with 60% of the project completed at this point.

Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

New hire interviews were held on Friday, April 10, 2026. Two applicants were interviewed. One applicant was given a conditional job offer. The other applicant failed the interview. Currently, we have four vacancies. One additional vacancy will occur in May. Duncanville Firefighter Bryant Medhus will be relocating to Minnesota to be closer to family after accepting a position with the City of Maplewood Fire Department.

Duncanville Fire Chief Connealy attended the Texas Fire Chiefs Association Annual Conference in Waco, Texas, this week to acquire annual mandated continuing education.

Continuing to work on the Insurance Services Office (ISO) project and will schedule an ISO inspection in 2027 to attain a Class 1 rating. Increasing monthly fire training to the required 16-hours a month starting in May 2026. A year of 16 hours per month of fire-related training is required to receive full credit with ISO.

Program Highlights
Friday Night Volleyball Open Play continues to be a strong community program, averaging over 25 participants each week. The program consistently runs two active games throughout the evening and is available to guests with memberships or a $5 day pass.
Tournament Highlights
This past weekend, the Recreation Center took advantage of overflow from the Fieldhouse tournament, hosting two court rentals organized by Open Gym Premier, generating $3,040 in court rentals.

BloomFest
Special Events is actively preparing for an exciting season of community engagement, signature events, and new opportunities for residents and visitors to connect.
Planning continues for BloomFest Music and Arts Festival on May 9 at Armstrong Park. The event will feature live music, the Artist & Maker Market, food vendors, and community art activations. Additional event details and entertainment announcements will be shared soon.
We are excited to introduce our new Event Merch Market, The Vibe Spot, which will now be featured at City events. This pop-up experience will offer branded merchandise and fun keepsakes that let attendees take a piece of it home while supporting Special Events programming.
Planning is also underway for the upcoming three-day Red, White, & Goals celebration surrounding Independence Day weekend. This expanded experience will include multiple activations designed to bring visitors into the community and create an exciting holiday atmosphere. More details will be announced as planning progresses.
Additionally, coordination efforts are beginning for Festival de las Américas, not to be mistaken for the Best Southwest's Hispanic Heritage Fest, which is hosted by Cedar Hill this year. This event celebrates culture and community, and more information will be shared in the coming months.

Cedar Ridge Drive Improvements
- A community meeting to discuss the upcoming project will be held on Monday, April 20, 2026, at D, L. Hopkins Senior Center.
Creek Bank Restoration
- The preconstruction meeting for this project was held on March 11, 2026. The contractor has submitted their project submittals, which have been reviewed and returned. A Notice to Proceed will be issued soon.
Street Division
- Crews completed the repair of 21 potholes within city limits.
- Crew performed vegetation maintenance, including trimming and weed eating, on Oriole Boulevard.
- Crews removed a fallen tree from the roadway on Lodema Lane at Hill City Drive.
- Crews removed debris that accumulated at multiple bridge locations throughout the city following the recent rain event.
- Crews repaired a damaged wooden fence on Meadowbrooke Circle on the backside of the storm drain inlet.
- Crew replaced two Type III barricades at the intersection of Redbird Lane and Main Street.
- Crew removed debris from a storm drain inlet on Creekhaven Drive that was obstructing proper drainage flow.
- Crew conducted the location and verification of nine storm drain utilities at various sites.
Utilities Division
- From April 6-12, 2026, 32,310,490 gallons of water were pumped. The estimated water loss for that week was 210,000 gallons.
- Operation Clean Duncanville, our semi-annual clean-up event, was held on Saturday, April 11, 2026. Several staff members from various city departments helped make the event successful, with 282 vehicles serviced. Residents could dispose of bulk trash and brush, recycle electronics, and shred unwanted paper. We look forward to holding another Operation Clean Duncanville event again in Fall 2026.
