Weekly Update: September 26, 2025

This photo captures the energy and excitement of the 2025 Best Southwest Hispanic Heritage Fest. Thousands of attendees filled Armstrong Park, enjoyed live music, food, and culture, while many recorded the live performances with their phones. This annual event celebrates community, unity, and heritage, drawing residents and visitors from across the region.


ARTS COMMISSION
The September 30 deadline to apply for Arts Grants is fast approaching. If you are an artist who resides or operates within Duncanville with an arts-related event or project, apply today.

BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 12 rental inspections were scheduled this week: 7 passed, 5 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 7 Single Family Rental Certificates of Occupancy have been reissued, and there are 0 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 55 Total Building inspections this week. 36 inspections passed, 14 failed, 4 canceled and 1 partial pass (Partial pass is when one phase of an inspection is done at a specific address but has not yet passed all inspections.)
  • 63 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 42 total health inspections: 0 were health inspections for the annual renewal, 2 was for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 4 routine health inspections, 1 illegal mobile vendor, and 34 Event Food Units Inspections for the Hispanic Heritage event.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

  • Emergency Management Team (EMT) attended the North Texas Emergency Preparedness Planning Council (EPPC) meeting.
  • EMT attended Duncanville Hispanic Heritage Festival event to staff the command post and monitor the weather.
  • Emergency Management Team coordinated and attended Pipeline Spill Management Tabletop Exercise.
  • EMT completed the Texas Division of Emergency Management website update portal training.

  • Attended Duncanville Lions Club meeting.
  • Staffed the Hispanic Heritage Fest event accordingly.
  • Attended the Fire Administration weekly staff meeting.
  • Met with B-Shift and C-Shift to provide updates and answer questions at our Quarterly Meeting.
  • Attended a meeting with C-Shift Battalion Chief Jason Wigginton related to the Best Practices project.
  • Continued working on the Texas Fire Chiefs Association Best Practices project and on the Insurance Services Office (ISO) project.

  • Want to get caught up with crochet? On Saturday, October 4, 2025, the regular Maker Time session, 3:30 PM – 5:30 PM, features crochet fun!
  • Game On! will move to Tuesdays starting October 14, 2025, 6:00 – 7:30 PM. Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

Ongoing Adult Programs:

  • Craftmatic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.
  • Tech Tutors, Wednesdays at 7 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.
  • Sewing Tutorial, Saturdays at 2:30 PM – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.
  • Maker Time, Saturdays at 3:30 PM – 5:30 PM. Use the makerspace to work on your creative projects.

  • Homeschool Hangout, Mondays at 10:30 AM. Calling all homeschoolers! Join us in a space where students can engage in fun STEAM activities…or hang out with each other! For children aged 6 –11 and their families or caregivers.
  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!
  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years, accompanied by a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children. Grades Kinder, 1st, 2nd, and 3rd.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time is fun for ages 3 – 6 and a caregiver.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years, accompanied by a caregiver.

Duncanville Community and Economic Development Corporation (DCEDC) Updates:

  • DCEDC Regular Meeting was held on Monday, September 22, 2025
  • DCEDC Board voted to approve the DCEDC Board Business Ambassador Visits Program. Quarterly business visits will be conducted by DCEDC board members beginning in November 2025.

 The City of Duncanville is excited to host the Best Southwest Hispanic Heritage Fest this Saturday, September 20th, from 3:00 PM – 10:00 PM at Armstrong Park.

Parade

The City of Duncanville would like to extend a heartfelt thank you to everyone who joined us at Hispanic Heritage Fest this past weekend. From the vibrant parade to the incredible live performances and the amazing turnout from vendors, community groups, and families, the event was a true celebration of culture, music, and unity in our city. Your participation and support made it a tremendous success!

Looking ahead, we are excited to announce that Holiday Lights in the Park will take place on Friday, December 5, 2025 at Armstrong Park. This signature event brings our community together once again with festive lights, live entertainment, food vendors, and holiday cheer.

  • Crews eliminated wasp nests at various locations.
  • Crews completed irrigation repairs at Harrington Park.
  • Staff responded to the police report for damage at Lakeside Park.

  • The geotechnical services purchase order needs additional funds.

  • The baseball concession roof is scheduled to be completed in November.

Recreation Center

Weekly Highlight

Cheerleading
Cheerleading resumed in early September, and we’re excited to report that 21 girls are currently enrolled. This number is expected to grow to over 30 participants. To celebrate the team’s hard work and progress this fall, the coach is planning a special showcase event. The date for the showcase will be announced in late November.

Archery
Interest in archery continues to grow, with six students now enrolled in both the September and November sessions!

Fitness Room Enhancements
We’re excited to announce that Marathon Fitness will be delivering and setting up new dumbbells and racks, an exciting addition to our fitness room. Members have expressed enthusiasm about the upgrade.

New Program Announcement:
Kidokinetics
Designed for children ages 1–5, this program focuses on developing cognitive and motor skills while introducing a new sport each week. Classes are held in the gym every Thursday from October through November. With continued community support, we hope to expand the program through 2026.

Ready Set Grow
We are excited to offer a 5-week plant propagation course in collaboration with Cox Farms. Dr. Taylor will lead the class, teaching the scientific principles behind growing plants from seeds, cuttings, and division. The course will also include hands-on, on-site plant propagation experience.

Planning and Zoning
  1. On September 30, 2025, the Duncanville City Council will possibly be adopting the Comprehensive Plan with Matt Horn of MRB Group. The governing bodies have presented their concerns during the briefing. City Council is scheduled to decide if they will adopt the Comprehensive Plan on September 30, 2025, City Council Special Meeting.

  2. The Planning and Zoning Commission will vote to appoint a new Chairman at the October meeting. We extend our sincere appreciation to Vice Chair Erika Browning for serving as Interim Chair during this transitional period, especially as the Board has been diligently focused on advancing projects through our pipeline.

  3. The Planning and Zoning Department is gearing up to finalize our Comprehensive Plan Road Show. This initiative will bring the City to a location near you to share how our departments can better serve you, and to demonstrate how we are bringing your vision for the City of Duncanville to life. We look forward to building strong partnerships with our community.

    4. The City of Duncanville Planning and Zoning Department is revamping its services and processes, with a focus on implementing improvements that foster a healthy, collaborative environment among staff, developers, and the community.

  4. The Planning and Zoning Department is pleased to welcome Mrs. Charlene Rutledge as our new Development Coordinator. Charlene brings a wealth of knowledge and experience to the team and will be supporting both our permitting and planning front-end services. PUBLIC WORKS 

Street Division

  • Crews replaced a water lid on Lloyd Drive.
  • Crews completed backfill on Skyline Drive.
  • Crews placed and retrieved traffic control devices at the Hispanic Heritage Parade.
  • Crews poured concrete on Kensington Drive and Astaire Avenue
  • Crews placed and retrieved traffic control devices at Duncan Switch.
  • Crews laid hot mix on Royal Avenue and Kensington Drive.

Utilities Division

  • From September 15-21, 2025, 40,771.490 gallons of water were pumped. The estimated water loss for that week was 224,385 gallons, including main breaks and leaks.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) locate all the water distribution valves across the city. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
