Attention Duncanville Residents:

Starting March 31, 2025, the City of Duncanville will transition its payment processor from Bridge Pay to Chase Paymentech.

Action Required: Utility customers using recurring payments must log in to their account, make a payment on their bill, then select the option to sign up for recurring payments.

We apologize for any inconvenience and appreciate your understanding.

BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 15 inspections have been completed since the previous update; 2 passed, 13 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide smoke detectors, and improper installation of water heaters.
  • 2 Certificates of Occupancy have been reissued this week as part of the 2025 Single-Family Rental Registration Program inspections.
  • This week, 32 Building inspections and 0 Health Inspections were conducted. The total amount of fees collected was $108,835.00.
  • This week, 22 permits were issued.

The slate of offices for the general election includes the council members representing District 1, District 3, District 5, and At-Large. All registered voters in the City of Duncanville will have the opportunity to vote for the At-Large position. Registered voters residing in Districts 1, 3, and 5 will also have an opportunity to vote for their respective candidates.

To prevent the spread of mosquitoes, residents should remove all areas of standing water. Residents should also report all pools that are not well maintained and abandoned homes where mosquitoes are likely to breed to either City of Duncanville Health Services by calling (972) 780-5000 or through the OurDuncanville app, available on the Apple App Store or Google Play Store.

 Everyone should continue to protect themselves against the West Nile Virus by using insect repellent containing DEET. Citizens are also encouraged to remain indoors during dawn and dusk when mosquitoes are most active.


DUNCANVILLE FIELDHOUSE

DUNCANVILLE FIRE DEPARTMENT
The Duncanville Police and Fire Departments were recognized at the February 18, 2025, City Council Regular Meeting
At 4:52 PM on January 7, 2025, a structure fire was reported in the southern section of Duncanville. Multiple units from the Duncanville Fire Department, including Battalion Chief 270, Battalion Chief 260, Quint 272, Engine 271, Engine 263, Engine 261, Engine 213, and Medic 272, were dispatched to the scene.

Upon arrival, Medic 272 and Quint 272 found a large outbuilding behind the main residence engulfed in heavy smoke and flames. Quint 272 Captain Chuck Montgomery conducted a quick 360-degree assessment of the structure and received critical information that someone was trapped inside. Without hesitation, Captain Montgomery ordered firefighter-paramedics Pat Stubbs, Colton Kerr, Ross Claiborne, and Mason Quinn to pull hose lines from Quint 272 and initiate a search and fire attack through the front of the building.

As crews pushed into the smoke-filled structure, Battalion Chief 270, Chief Rob Hancock, arrived on the scene and assumed command from Captain Montgomery. Meanwhile, Engine 271 was assigned to attack the fire from the left rear of the structure, where firefighters encountered intense flames and extreme heat.

Inside the building, the Quint 272 and Medic 272 crews faced near-zero visibility and hoarder-like conditions, making their search even more dangerous. Pushing through the debris with hose lines, they finally located the unconscious resident. The victim was swiftly removed from the building, and immediate medical care was initiated before being transported to the hospital by Medic 272. Thanks to the coordinated efforts of the emergency teams, the victim was given a strong prognosis for recovery.

It is also worth recognizing Duncanville Police Officer J. Johnson, who made a valiant attempt to reach the victim before firefighters arrived. Despite being driven back by the intense heat and smoke, his heroic effort exemplifies the dedication of our first responders.

The courage and skill displayed by the Duncanville Fire and Police Departments in this life-saving operation were extraordinary. But for them, this is what they train for, being ready when the moment calls.

Fire Administration

  • Attended Computer Assisted Dispatch-Record Management System meetings
  • Met with Human Resources to discuss the Duncanville Fire Department hiring process.
  • Held the initial Labor-Management Committee meeting. The meeting went very well, and labor representatives stated they were very encouraged by the direction of the Duncanville Fire Department.
  • Emailed the City Manager Douglas Finch on potential sites for consideration for possible Fire Station 3, if approved by voters.
  • Attended the Best Southwest Cities Active Shooter Exercise in Cedar Hill. Emergency Management, law enforcement, Emergency Medical Services (EMS), and multiple other agencies have been planning this exercise for months. Emergency Management deserves major kudos for all the planning involved in holding this critical training exercise. Additionally, the Duncanville Fire Department had several divisions participating.
  • Working on the Fiscal Year 2026 budget planning.
  • Coordinating with Information Technology (IT) on the current Duncanville Fire Department software to enhance access to data needed to measure progress identified in the Matrix report.
  • Attended Plan Review Process meeting to gain insight into the process and work to help identify improvements.
  • Attended Process Improvement Workflow and Process Maps meeting.

This week, the Emergency Management team participated in the following events:

  • The Emergency Management Team (EMT) submitted the City of DeSoto Civic Center Generator grant application.
  • EMT attended the City of DeSoto and City of Duncanville weather coordination calls.
  • The EMT conducted Emergency Response Training for the City of Duncanville City Council.
  • The Emergency Management Team conducted the final Active Shooter Exercise Planning meeting.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.
On February 17, 2025, City Manager Doug Finch, Duncanville Police Chief Matt Stogner, members of the Duncanville Police Department, and city council members met with members of the Hispanic community regarding the immigration misinformation being spread.

COMMUNITY CORNER

  • On February 17, 2025, City Manager Doug Finch, Chief Matt Stogner, Assistant Chief Adrian Tijerina and Assistant Chief Ron Wilcots met the City of Desoto City Manager Majed Al-Ghafry, City of Desoto Police Chief Joseph Costa, Cedar Hill City Manager Melissa Valadez, Cedar Hill Assistant Chief Charles Reiss, and representatives of the CARES Team (Crisis Assessment Resource Engagement) regarding the future participation of each city and how to move forward.
  • On February 17, 2025, City Manager Doug Finch, Duncanville Police Chief Matt Stogner, members of the Duncanville Police Department, and city council members met with members of the Hispanic community regarding the immigration misinformation being spread.
  • On February 18, 2025, representatives from Desoto Police Department and Fire, Cedar Hill Police Department and Fire, and Duncanville Police Department and Fire met in the final preparation for the Regional Active Shooter Exercise.

PERSONNEL

  • The Duncanville Police Department currently has 7 openings for sworn personnel.
  • 17 applicants out of 22 passed the Civil Service test on January 11, 2025.
  • The Duncanville Police Department’s Training and Personnel Division has reviewed the civil service list and has narrowed it down to one applicant. The applicant is currently in the background process.
  • 4 officers are currently in FTO training.
  • There are currently 4 recruits in the academy.
  • Recruits Tesean Bond and David Perea completed their eighth week of Police Academy training. The training for that week focused on the Transportation Code, Family Violence, crimes against children, and arrest and control techniques.
  • Recruits Krystal Hayes and Juan Marin completed their sixteenth week of Police Academy training. The training for that week focused on Criminal Investigations, Death Investigations, courtroom testimony, Auto Theft, and Crime Scene Investigations.
  • The next Civil Service test date is March 1, 2025.

City of Balch Springs’ 2025 Economic Development Business Summit

The Economic Development staff attended the City of Balch Springs’ 2025 Economic Development Business Summit, an event dedicated to driving business growth and addressing critical community needs while networking with regional stakeholders. Speakers included the Tourism Deputy Director from the Office of the Governor, the Industry Communications Manager from Texas Workforce Solutions, and the Senior Director of the Business and Capital Department from the City of Balch Springs. Contacts were made to establish information-sharing relationships and gather valuable insights into local and regional economic trends.

  • Harrington Park Bond Renovation Updates –
    • Continued soil and groundwork grading concession stand sites and removing concrete.
    • After meeting with utilities, the building was recommended to be moved 15-20 feet south instead of relocating an 8-inch main line.
    • City contractors trimmed and removed limbs so Dean Construction could access the creek banks.
    • Development Review Committee pre-construction meeting schedule for Tuesday, March 4, 2025.

    • The applicant submitted a zoning application for a Planned Development request on October 17, 2024.
    • The applicant’s end-user has changed, and the applicant will submit an updated site plan in January to go in front of the Planning and Zoning Commission in February.
    • The applicant submitted updated plans in February and are tentatively scheduled to go before the Planning Commission on Monday, March 10, 2025, and in front of the City Council on Tuesday, April 1, 2025.
  • Proposed New Addition at 900 West Camp Wisdom Road (Duncanville High School)
    • The applicant submitted a zoning application for a Specific Use Permit request on October 2, 2024.
    • The applicant met with staff on November 20, 2024.
    • The applicant submitted an updated site plan to staff on November 20, 2024.
    • Staff met internally on November 26, 2024, to review the applicant’s latest site plan.
    • The applicant submitted an updated site plan and additional development plans on November 27, 2024. Staff reviewed their latest submittal on December 10, 2024.
    • The applicant’s Specific Use Permit (SUP) request will be moved to January 13, 2025, Planning and Zoning Commission.
    • The applicant is tentatively scheduled for a public hearing before the City Council on February 4, 2025.
    • The applicant’s request has been deferred from February 4, 2025, City Council meeting to March 18, 2025, City Council meeting.
  • Proposed Expansion at 515 West Center Street
    • The applicant was approved for a special exception to allow 6 additional accessory structures by the Zoning Board of Adjustment (ZBA) on March 28, 2024.
    • The applicant submitted civil plans on July 22, 2024.
    • Utilities, Fire, and Engineering met with the applicant to discuss civil plans on Thursday, August 15, 2024.
    • Staff have approved the civil plans. A preconstruction meeting should take place soon, and the applicant will also apply for a building permit as well.
  • Proposed New Development at the Corner of Cockrell Hill Road and Danieldale Road (Life School)
    • The applicant was scheduled for the June 3, 2024, Planning and Zoning (P&Z) Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
    • A Town Hall Meeting occurred on August 13, 2024.
    • Staff met with the applicant on August 26, 2024. Additional items are required before the applicant can be scheduled for a Planning and Zoning (P&Z) Commission meeting.
    • The city emailed the applicant on September 6, 2024. City staff commented that a consulting firm will review a traffic impact analysis; however, the firm will be expected to contract with the City of Duncanville after the turn of the fiscal year. To expedite the review, the City staff would be open to agreeing with the applicant to contract a firm to review the traffic impact analysis.
    • The applicant submitted a plat application on September 20, 2024. A third party is currently reviewing the plat.
    • On October 10, 2024, the applicant submitted a traffic impact analysis from a third-party reviewer to the city.
    • On October 22, 2024, there was a meeting between staff and applicants.
    • The city agreed to hire a third party to review the project's zoning and engineering.
    • The third party met with staff on December 17, 2024, to discuss comments.
    • The third-party reviewers met with staff and the applicant on January 14, 2025, to discuss the latest comments.

Active Projects

  • Proposed New Development at 518 East Highway 67
    • The proposed project has moved to the building permit stage; a building permit was issued on December 18, 2023.
    • The owners have applied for a certificate of occupancy and will receive it once all inspections have been completed.
  • Proposed New Development at 626 Crestside Drive for Moore Supply Co.
    • Specific Use Permit request for “Building Material Sales” approved by City Council on March 5, 2024.
    • Civils have been approved.
    • Building Plans have been approved, and a pre-construction meeting was held on July 23, 2024.
    • Building permit issued on August 16, 2024. Construction has begun, and inspections have been requested.
    • A certificate of occupancy was applied for on January 7, 2025, and issued on February 3, 2025.

Comprehensive Plan Update

  • A Request for Qualifications (RFQ) has been posted to the city website by Chief Procurement Officer Elton Brock.
  • A Pre-Statement of Qualifications Meeting for RFQ 24-0014 was held on March 6, 2024.

  • The first public workshop for the city's Comprehensive Plan was hosted on Monday, December 2, 2024, from 6:00 PM to 8:00 PM at the Duncanville Fieldhouse and welcomed over 40 residents. A community survey was given to gather information from the community to further the progress of the plan's creation.
  • On Wednesday, December 4, 2024, the Steering Committee met to continue discussing planning and project execution.
  • The Comprehensive Plan Survey deadline has been extended to March 1, 2025, to allow the city to collect more surveys.
  • On Tuesday, January 21, 2025, the Comprehensive Plan Steering Committee provided an informative update to the City Council, highlighting the progress and key developments in the Comprehensive Plan Update.
  • In the first week of February, approximately 400 hundred survey responses were collected. The Comprehensive Plan Steering Committee plans to meet in April, with the city aiming to adopt the new Comprehensive Plan by August 2025.

Short-Term Rental Registration

  • 5 properties were granted a Specific Use Permit by the City Council in July of 2024 1 of the 5 properties no longer operate as a short-term rental.
  • 4 properties were mailed a certified final notice from the Building Official on December 18, 2023.

  • 2 properties were mailed an initial notice from the Planning Division on January 19, 2024.
  • The city has been in discussions with several companies that offer short-term rental tracking services and will make a final decision within the following weeks.

Temporary Workforce Housing Program

3 properties were granted a Specific Use Permit by the City Council on May 21, 2024. All 3 properties have completed inspection and registration for 2024.


PUBLIC WORKS

Street Division

  • Crews marked two drainage utility locations.
  • Crews finished pouring concrete on Gable Avenue, James Collins Boulevard, and Nimitz Drive.
  • Staff repaired 7 potholes at various locations throughout the city.
  • Crews unloaded a 14-yard truck and a sand spreader.
Utilities Division 
  • Water usage was 31,843,000 gallons during this reporting period, February 17-February 23, 2025, up from 27,280,200 the previous week. The daily peak water demand occurred on Friday, February 21, 2025, when 5,197,600 gallons of water were used. There were 0.49 inches of precipitation during this period. An estimated 86,552 gallons of water loss occurred, including two main water breaks.

Other Construction

Texas Department of Transportation TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.
