Unofficial Election Results – November 4, 2025 Charter Election

Proposition A

"Shall Article 1, Section 1.04, "Annexation and Disannexation," of the Home Rule Charter of the City of Duncanville be amended to remove any non-consentual annexation of territory into the city limits."

Proposition B

"Shall Article 2, Section 2.01, "Number, Selection, Tenn," of the Home Rule Charter of the City of Duncanville be amended to change the term of the mayor and councilmember from two (2) years to three (3) years."

Proposition C

"Shall Article 2, Section 2.05, "Presiding Officer: The Mayor," of the Home Rule Charter of the City of Duncanville be amended to remove language "following the City's general election in May 2023", adopted in 2002, for Mayor as unnecessary and supplage. "

Proposition D

"Shall Article 2, Section 2.07, "Appointment of City Manager," of the Home Rule Charter of the City of Duncanville be amended to add a formal written process to appoint an Interim City Manager, should the City Manager be dismissed, resign, or becomes physically or mentally unable to perform duties."

Proposition E

"Shall Article 2, Section 2.12, "City Judge," of the Home Rule Charter of the City of Duncanville be amended to remove archane references to the term "magistrate" to "municipal judge(s)"."

Proposition F

"Shall Article 2, Section 2.13 , "Induction of Council into Office; Meetings of Council," of the Home Rule Charter of the City of Duncanville be amended to require Canvass of election results in accordance with state law prior to induction of elected Mayor and Councilmembers."

Proposition G

"Shall Article 3, Section 3.04, "Absence of City Manager," of the Home Rule Charter of the City of Duncanville be amended to require an Assistant City Manager or other qualified person to act as City Manager during a temporary absence or disability of less than thirty (30) consecutive days."

Proposition H

"Shall Article 3, Section 3.05, "Administrative Departments," of the Home Rule Charter of the City of Duncanville be amended to require an addition of the "Public Finance Department," and to change "Water/Sewer Department" to "Public Works Department."

Proposition I

"Shall Article 4, Sections 4.03, "Budget a Public Record," 4.05, "Proceeding on Adoption of Budget," and 4.09, "Certification; Copies Made Available," of the Home Rule Charter of the City of Duncanville provide more extensive and transparent notices, public hearings, adoption procedures, postings on the Internet, and disclosure language required by state law."

Proposition J

"Shall Article 7, Section 7.04, "Number, Selection, and Term of Council," of the Home Rule Charter of the City of Duncanville be amended to retain five (5) Single-Member Districts (1-5), one councilmember elected-at large, and mayor elected-at-large, and remove all transition language in subsection ( d) as unnecessary and supplage."

Proposition K

"Shall Article 7, Section 7.08, "Conducting and Canvassing Elections," of the Home Rule Charter of the City of Duncanville be amended to change the Canvass requirement from five ( 5) days after the election date to conform with state law to read, "no sooner than three (3) days, and no later than eleven (11) days after the election date."

Proposition L

"Shall Article 8, Section 8.02, "Franchises, Power of Council," of the Home Rule Charter of the City of Duncanville be amended to remove two (2) reading requirement, shorten the waiting period from sixty (60) days, to thirty (30) days, and revise the notice provisions to require posting on the Internet Website prior to the effective date."
