BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. Seventeen inspections have been completed since the previous update; thirteen passed, four failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in August 2024, 271 Certificates of Occupancy have been re-issued.
  • This week, 60 Building inspections and 12 Health Inspections were conducted. The total amount of fees collected was $15,175.00.
  • This week, 103 permits were issued.

COMMUNICATIONS AND MARKETING 

Duncanville Police Are Investigating a Shooting

On August 14, 2024, at approximately 1:00 p.m., Duncanville Police Officers responded to multiple calls for service regarding a shooting with injury at 875 E Highway 67 Service Road. Within two minutes, officers arrived at the scene and located an adult male with multiple gunshot wounds. Officers provided immediate medical assistance to the male and summoned Duncanville Fire Department paramedics to the scene. Duncanville Fire Department paramedics arrived and transported the male to Methodist Dallas Medical Center. 

Mosquito Ground Spraying Schedueled for Thursday and Friday

The City of Duncanville, at the recommendation and in cooperation with Dallas County Health and Human Services (DCHHS), will be conducting ground spraying against mosquitoes on Thursday, August 15 and Friday, August 16, between the hours of 9:00 PM and 5:00 AM, weather permitting. The spraying is being conducted in response to the detection of West Nile Virus in mosquito traps located in the 75116 and 75137 zip codes. If the weather prohibits spraying on Thursday night, spraying will be conducted on Friday and Saturday nights. Spraying will be performed in the targeted area within the City of Duncanville (see the attached map). Residents living within the spray zone are encouraged to remain indoors and bring their pets inside during spraying.

The Fire Department responded to 155 calls for service in the past seven days, which included:

    • (1) Townhome in Duncanville, (1) Apartment fire in DeSoto, (1) Apartment fire in Cedar Hill, (1) vehicle fire and (1) cooking fire in Duncanville, and (1) dumpster fire in Duncanville
  • Emergency Medical Service: 111
  • Motor Vehicle Accidents: 16

 

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 
  • On August 8, the Police Department promoted Coffee with a Cop at McDonald's on Interstate 20. There was a great turnout at this event, which brings together police officers and the community to discuss issues and break down barriers between the police and the citizens.
  • Recruits J. Vang, E. Ortiz, J. Garza, and A. Lopez completed their fifth week of Police Academy Training. They took their first cumulative test this week, and all four recruits passed. Recruits Vang and Lopez were also chosen as squad leaders for their class.
  • Several Police Department officers were awarded various honors for their persistent, selfless service and dedication that we expect from our officers. Commendation Bars, Certificates of Merit, a Life Saving Bar, and written commendations were presented.

PARKS AND RECREATION
D.L. Hopkins Jr. Senior Center

Senior Meal Program: Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

Upcoming Senior Center Events:

PARKS

  • The Waterview well pump is disabled due to a lightning strike from a recent storm. This facility is a key component in the irrigation of Harrington Park Athletic Complex. We are collecting quotes for the facility's repair, and we estimate it should be repaired by late September. In the meantime, Harrington Park will be irrigated with City of Dallas water.
  • Hosted three rentals over the weekend at Armstrong and Lakeside parks
    Crews are resodding goal mouths at Harrington Park
  • Crews performed tree maintenance at the Railroad right-of-ways, Lions Parks, and Harrington Park
  • Picnic tables at Waterview Park have been replaced
  • Refilled playground surfacing at Armstrong and Pyburn parks
  • Continued moving park equipment into the Parks facility at the old fire station
  • Crews continued weekly landscape and bedding
  • Staff have resolved numerous SeeClickFix reports
  • Crews performed playground repairs at Armstrong Park. The spinning egg in the 2-5 area sustained damage due to misuse and had to be removed for safety. Staff is working with the manufacturer for replacement.

PROJECTS

  • Dog Park Master Plan Advisory Committee
    • The committee met on August 14 for a site visit at 805 West Wheatland Rd. with our lead consultant, Kimley-Horn and Associates, Inc.


Ladd Nature Preserve Master Plan Advisory Committee

  • The committee met on July 30 for a half-day site visit with our lead consultant, Halff, and their sub-consultants Blackland Collaborative and Lake Flato.

Recreation Center


Pickleball Youth Camp Recap:

Pickleball Camp – Over 20 participants joined us for the first-ever Pickleball Camp. During this three-day camp, participants learned the basics of the game, e.g., the court lines and rules, information on a single or double play, technique, scoring, etc. Players had the opportunity to participate in tournaments with 2 first-place winners, 2 second-place winners, and 2 third-place winners. Each participant also received a T-shirt. Thank you to Coach Richard and Councilmember Jeremy Koontz for coaching this camp. Staff are identifying new dates to host a 2-Day Pickleball Camp during the Christmas break. Stay tuned!

Hazard County Concert

Concert in the Park feat. Hazard County – Saturday, September 7, 2024 | 7:00 PM

Join us on Saturday, September 7, at the Poe-Hobden Amphitheater at Armstrong Park for a Concert in the Park featuring Hazard County. This band has opened for big-name groups at Billy Bob – groups such as Travis Tritt, Kameron Marlowe, Shenandoah, and Jake Worthington. Participants can sing along to country favorites and dance the night away. Admission is FREE. The concert will begin at 7:00 PM. Don’t forget to bring your blanket or lawn chair.

Planning and Zoning

Items scheduled for the August 20, 2024, City Council Meeting:

  • Specific Use Permit (SUP) request to allow the operation of a “Banquet or Event Center” at 119 East Danieldale Road
    • Recommended for approval at the July 8, 2024, Planning and Zoning Commission meeting

Items scheduled for the September 5, 2024, Zoning Board of Adjustment Meeting:

  • Variance Request at 10 Fairway Drive.
    • Allow the construction of a new home on a lot width of 87 feet; the current zoning code requires a lot width of 90 feet within the subject property’s zoning district.
  • Two (2) Special Exception Requests at 706 Palm Avenue.
    • Allow an existing structure that is 804 square feet and 20 feet in height; the current zoning code requires a maximum square footage of 400 square feet and a maximum height of 16 feet.
  • Variance Request at 1427 Oriole Boulevard
    • Allow an existing patio cover that protrudes 2.8 feet into the required 25-foot front setback.

PUBLIC WORKS 

Street Division

  • Crews repaired sidewalks on Amelia Street, Oriole Boulevard, and Hillcroft Drive.
  • Crews repaired sixty-nine potholes at various locations throughout the City.
  • The pavement on Wheatland Road was repaired.
  • Crews removed brush impeding pedestrian traffic on Main Street at Little Street.
  • Crews trimmed trees, impeding traffic on Camp Wisdom Road.
  • Crews removed a fallen tree impeding pedestrian traffic on Center Street.

Utilities Division 

Water usage was 56,248,400 gallons (MG) during this reporting period, August 5 – August 11, 2024, up from 63,242,800 MG the previous week. The daily peak water demand occurred on Friday, August 9, 2024, when 10,012,600 MG of water was used. There was 0.00 inches of precipitation during this period. There was an estimated 42,000 gallons of water loss.

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • The project is near completion, and crews continue to await the air release valve cover.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • Crews await the welder to install the I-Beam.
    Ten Mile Creek Embankment and Drainage Improvements
    • Crews are completing rows 1 and 2 at site 2 on the west end.
    • The last row of rock anchors has been tested at site 1.
  • Oriole ADA Sidewalk Improvements
    • MCCA Construction is completing the sidewalk and driveways on the southeast side of I20.
    Harrington Park/Ten Mile
    • The Duncanville City Council awarded the contract for Harrington Park and Ten Mile Lane Wastewater Aerial Reroutes and Improvements to Texas Standard Construction on May 21, 2024. Staff held the preconstruction meeting with the contractor on July 18, 2024. Construction will commence soon.

Other Construction

Texas Department of Transportation TxDOT) I-20 Construction Cockrell Hill Road to Hampton Road TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.

City of Dallas Stormwater Project on Sorcey Road at White Ash – Dallas is working on installing an approved storm sewer.
