BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. Eight inspections have been completed since the previous update; five passed, two failed, and one was canceled. The primary reason for the failed inspections was the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection and missing carbon monoxide and smoke detectors.
  • Since the Single-Family Rental Registration Program inspections in July 2024, 244 Certificates of Occupancy have been re-issued.
  • This week, 89 Building inspections and 18 Health Inspections were conducted. The total amount of fees collected was $17,161.10.
  • This week, 72 permits were issued. 

COMMUNICATIONS AND MARKETING 

Ground Mosquito Spraying Scheduled for Thursday and Friday 07/24/2024

 The City of Duncanville, at the recommendation and in cooperation with Dallas County Health and Human Services (DCHHS), will be conducting ground spraying against mosquitoes on Thursday, July 25 and Friday, July 26, between the hours of 9:00 PM and 5:00 AM, weather permitting. The spraying is being conducted in response to the detection of West Nile Virus in a mosquito trap located in the 75137 zip code. If the weather prohibits spraying on Thursday night, spraying will be conducted on Friday and Saturday nights. Spraying will be performed in the targeted area within the City of Duncanville (see the attached map). Residents living within the spray zone are encouraged to remain indoors and bring their pets inside during spraying. Read more

Atmos Energy to Perform Routine Natural Gas Maintenance in Duncanville 07/25/2024

Atmos Energy will perform routine maintenance resulting in the safe removal of natural gas on Monday, July 29, from approximately 7:30 AM to 5:00 PM at 726 S. Cockrell Hill Road in Duncanville. Atmos Energy remains focused on its vision to be the safest provider of natural gas services, and this system modernization work demonstrates a continued investment in safety, innovation, environmental sustainability, and our communities. The Fire Department responded to 133 calls for service in the past seven days, which included:

  • Fires: 
    • 3 vehicle fires in Duncanville; 1 vehicle fire in Dallas; 1 grass fire in Duncanville 
  • Emergency Medical Service: 88
  • Motor Vehicle Accidents: 7

welcome Colton Broeske to the Duncanville Fire DepartmentEmergency Management Operations Coordinator Lauren Sanchez, along with Police Chief Matt Stogner, gave a presentation on Child Reunification at the Homeland Security Conference in Miami, Florida. The presentation covered the Duncanville Fieldhouse incident in 2022. It highlighted the efforts of local area public safety departments and Emergency Management to mitigate the incident, reunify the children with their guardians, and support the affected individuals after the incident.
 
The Duncanville Fire Department welcomes Colton Broeske to the family. Colton previously worked at the Commerce Fire Department and has over four years of experience in the fire service.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 

  • Recruits J. Vang, E. Ortiz, J. Garza, and A. Lopez The owner of a local business hosted Carter Blood Drive in memory of his son, who passed away from cancer. The Police Department was happy to donate!
  • Recruits J. Vang, E. Ortiz, J. Garza, and A. Lopez completed their third week of Police Academy Training. This week, they covered topics on professional policing and Spanish for law enforcement.

ECONOMIC DEVELOPMENT
  • The Duncanville Community and Economic Development Corporation (DCEDC) and City Council will hold a joint meeting at Wheatland Plaza on July 30, 2024, starting at 6:00 PM.
  •  Duncanville Community & Economic Development purchased 200 West Center Street. Staff are currently working with a consultant to obtain a proposal for the highest and best use of the property.
  •  Duncanville Community & Economic Development welcomed One Stop Gyros & Burritos, 271 West Camp Wisdom, Duncanville, TX 75116, (469) 513-2657, a new business in the community. Additionally, the Duncanville Community & Economic Development Corporation purchased food from their establishment for their last meeting on July 22, 2024.
  •  Sistergirls’ Kitchen, a new restaurant and food training facility opening soon in Duncanville, will provide a meal for the July 30, 2024, meeting.

The following items were approved at the July 22, 2024, Duncanville Community & Economic Development Corporation (DCEDC) Board Meeting:

  • Pink Diamonds Community Bike Ride - $5,000 sponsorship for security, advertisement, and supplies
  • Duncanville Arts Commission: $8,000 sponsorship for two Arts and Business Mixers ($4,000 per mixer)
  • First Peter 4:10, LLC - a paint grant in an amount not to exceed $22,000, a pavement grant in an amount not to exceed $49,000, and incentive grants totaling $71,000

PARKS AND RECREATION
D.L. Hopkins Jr. Senior Center

Senior Meal Program: Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

PARKS

  • The Horticulture Crew completed maintenance of Cockrell Hill Rd. and Red Bird Park median beds and began routine maintenance around the Police Station, City Hall, the Annex, Recreation Center, and Library
  • Park Operations continued tree maintenance at various locations around the City
  • Sergio Molina, Danny Johnson, Darius Fuller, And Jonathan Deleon attended the Texas Recreation and Parks Society Certified Playground Safety Inspector Training hosted in Desoto, Texas
  • The Duncanville Parks and Recreation Department celebrated Parks and Recreation Month and was recognized at the July 16 City Council Meeting; the Department also hosted a breakfast for staff to enjoy.
  • Litter Crew removed trash and debris at the Duncanville Crossing Shopping Center at 700-800 S. Cockrell Hill Rd.
  • The Litter and Parks Crews resolved multiple SeeClickFix ticket requests
  • The Irrigation Crew continued performing audits, inspections, and repairs along Highway 67, sourcing two large leaks that will save the city money
  • The Athletics Crew continued summer field maintenance by top dressing fields and repairing sod areas 
Native Landscaping Workshop
Keep Duncanville Beautiful will host a Native Landscaping Workshop on Saturday, July 27, 2024, from 10:00 AM to 1:00 PM at the D.L. Hopkins Jr. Senior Center. This FREE workshop will provide great information about Native Landscaping—you don’t want to miss it! This year's topics include Local Pollinators & Wildlife, Texas Native Plants for Your Garden, and the Duncanville Native Landscape Application Process.

Recreation Center


Pickleball Youth Camp

Pickleball Youth Camp – Monday, July 29, Wednesday, July 31, and Friday, August 2, 2024 | 9:00 AM – 12:00 PM

This is a three-day camp for youth ages 5 to 16. Participants will learn the basics of the game, e.g., the court lines and rules, information on a single or double play, technique, scoring, etc. Coach Richard and Councilmember Mr. Jeremy Koontz will also assist with coaching. The camp will occur during our regular pickleball hours - Monday, Wednesday, and Friday morning. This is a FREE event with limited space available.

  • Proposed New Development at 518 East Highway 67
    • The proposed project has moved to the building permit stage; the building permit was issued on December 18, 2023.
    • Owners have applied for a certificate of occupancy and will receive it once all inspections have been completed.
  • Proposed New Development at 626 Crestside Drive
    • Pre-development meeting occurred on November 7, 2023.
    • SUP application submitted on December 6, 2023; SUP request scheduled for February 12, 2024. P&Z and March 5 City Council docket.
    • SUP request tabled at the January 8, 2024, P&Z meeting; recommended for approval at the February 12, 2024, P&Z meeting.
    • Replat application submitted on December 13, 2023; Replat approved at the January 8, 2024, P&Z meeting.

    • Staff sent out comments on January 9, 2024, after the meeting.
    • Latest plans submitted on February 7, 2024. Staff markups were sent to developers on February 16, 2024.
    • SUP request for the use of “Retail, Sundry” was heard at the April 29, 2024, P&Z meeting and is recommended for approval.
    • Applicants requested removal from the June 4, 2024, City Council meeting until further notice.
  • Proposed New Development at 914 and 918 East Highway 67
    • DRC October 24, 2023
    • The P&Z Director met with developers on January 3, 3024, to discuss site plans.
    • DRC March 8, 2024
    • Planned Development submittal sent to the City on May 29, 2024. 
    • The applicant met with staff on June 26, 2024, to discuss the zoning application. 
  • Proposed New Development at 515 West Center Street
    • The applicant was approved for a special exception to allow six (6) additional accessory structures by the Zoning Board of Adjustment on March 28, 2024.
    • The applicant has not yet submitted the building permit applications for accessory structures.
  • Proposed New Development at the Corner of Cockrell Hill Road & Danieldale Road)
    • Applicant was scheduled for the June 3, 2024, P&Z Commission meeting for Planned Development (PD) request; the item was removed from the agenda; future date to be determined.
  • Proposed New Development at 1430 South Main Street
    • Applicant met with staff on September 5, 2023.
    • Applicant has been continuously working with staff on plans.
    • Planned Development application submitted on April 3, 2024.
    • Applicant met with staff on June 10, 2024.
    • The applicant is currently working on revisions and additional needed plans.

On-Going

  • Comprehensive Plan Five-Year Update
    • Request for Qualifications has been posted to the City website by Chief Procurement Officer Elton Brock.
    • Pre-Statement of Qualifications Meeting for RFQ 24-0014 held on March 6, 2024.
    • Statement of Qualifications due March 26, 2024, at 2 pm.
    • Evaluations were completed, and three (3) firms have been selected. 
    • The Comprehensive Plan Committee selected one (1) firm. This firm will present its proposal at a briefing at the July 16, 2024, City Council meeting and, at the end of July, meet with the Comprehensive Plan Committee and the Duncanville Community Economic Development Corporation Board. 
    • Selected firm for Comprehensive Plan Update discussed during a work session at the July 16, 2024, City Council meeting.
    • The firm’s contract will be presented to the Duncanville Community Economic Development Corporation Board on July 30, 2024.
    • Discussion to take place at the August 6, 2024, City Council meeting regarding kick-off of The Comprehensive Plan Update.
  • Short-Term Rental Registration
    • The City Council granted five (5) Properties a SUP in July 2022. One (1) of the five (5) properties no longer operate as a short-term rental.
    • Four (4) properties were mailed a certified final notice from the Building Official on December 18, 2023.
    • One (1) property was mailed a final notice from the Planning Division on January 19, 2024.
    • Two (2) properties were mailed an initial notice from the Planning Division on January 19, 2024.

Temporary Workforce Housing Project

  • The City Council granted three (3) properties a SUP on May 21, 2024.

PUBLIC WORKS 

Street Division

  • Crews removed fallen trees from the right-of-ways on Carroll Avenue, Little Street, and West Danieldale Road.
  • A blockage was removed from the creek flow line on Patton Street.
  • Crews repaired twenty-three potholes on North Forest Lane, Power Drive, West Redbird Lane, and Fairmeadows Drive.
  • Crews assisted Duncan Switch by supplying barricades and cones and setting up the message board trailer.
  • Crews cleaned ninety-eight drainage inlets on Barrymore Lane, Stanwyck Avenue, Rogers Lane, Tracy Avenue, Leigh Lane, Silver Creek Drive, Meadow Creek Drive, and Blueridge Drive.

Utilities Division 

  • Water usage was 62,385,000 gallons (MG) during this reporting period, July 15 – July 21, 2024, down from 62,774,800 MG the previous week. The daily peak water demand occurred on Monday, July 15, 2024, when 10,409,000 MG of water was used. There was 0.32 inches of precipitation during this period. 

CIP Construction

  • Ten Mile Creek Embankment and Drainage Improvements
  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • The Insulation of the aerial crossing is now complete. Crews await the arrival of the air release valve cover. The project is nearing completion.

     

  • Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • No update from last week. Crews continue to await the beam delivery.

  • Oriole ADA Sidewalk Improvements
    • Correction from the previous week: While sod was delivered to the site last week, Meca Construction has not yet returned to the project site, and the project continues to be on hiatus.

Other Construction

Texas Department of Transportation TxDOT) I-20 Construction Cockrell Hill Road to Hampton Road TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.

AT&T’s subcontractor continues to work in the Huntington Park area. Fiber placement will begin this week.

Atmos Energy is working to replace the gas main on Middle Run Drive.
