BUILDING INSPECTIONS
  • A total of 1,973 single-family rental properties have been registered to date, with no new properties registered since the last update. 18 inspections have been completed since the previous update; 14 passed, 4 failed, and none were canceled. The primary reasons for the failed inspections were the absence of a Grounded/Fault Circuit Interrupter (GFCI) protection, missing carbon monoxide and smoke detectors, and improper installation of water heaters.
  • Since the Single-Family Rental Registration Program inspections in August 2024, 297 Certificates of Occupancy have been re-issued.
  • This week, 72 Building inspections and 18 Health Inspections were conducted. The total amount of fees collected was $18,895.38.
  • This week, 138 permits were issued.

COMMUNICATIONS AND MARKETING 

City of Duncanville Names Chris Connealy as Lone Fire Chief Finalist

The City of Duncanville officials have narrowed the search for a new fire chief to a lone finalist, Mr. Chris Connealy.

The search for a new leader for the Duncanville Fire Department came after Fire Chief Sam Rohde retired in March of this year after nearly 40 years of service to the City of Duncanville. Twenty-seven candidates applied for the top position. Three were selected from that pool of highly qualified candidates to participate in two interview panels, which took place on August 15.

Mosquito Ground Spraying Schedueled for Thursday and Friday

The City of Duncanville, at the recommendation and in cooperation with Dallas County Health and Human Services (DCHHS), will be conducting ground spraying against mosquitoes on Thursday, August 29 and Friday, August 30, between the hours of 9:00 PM and 5:00 AM, weather permitting. The spraying is being conducted in response to the detection of West Nile Virus in mosquito traps located in the 75116 and 75137 zip codes. If the weather prohibits spraying on Thursday night, spraying will be conducted on Friday and Saturday nights. Spraying will be performed in the targeted area within the City of Duncanville (see the attached map). Residents living within the spray zone are encouraged to remain indoors and bring their pets inside during spraying.


Duncanville names longtime officer the city's next chief of police

Duncanville is one step closer to officially naming its new chief of police.

Last week, the city named longtime Duncanville police officer Matthew Stogner the lone finalist for the chief of police position. On Tuesday, the City Council will hear a resolution confirming his position and announce a date for the swearing-in ceremony.

The Fire Department responded to 139 calls for service in the past seven days, which included:

  • Fires:
    • 2 building fires in Duncanville, 1 vehicle fire in Duncanville, 1 equipment fire in Duncanville, 1 fence fire in Duncanville, 2 vegetation fires in Duncanville
  • Emergency Medical Service: 100
  • Motor Vehicle Accidents: 7

Emergency Management:

Emergency Management Operations Coordinator Lauren Sanchez and Emergency Management Specialist Raqheal Payne attended the Dallas County Emergency Managers Meeting, conducted EOC training in Lancaster, conducted the DeSoto COAD Meeting (Community Orgs Active in Disaster), and facilitated Military Makeover event Planning Meeting and sent out Task List.

Fire Prevention:

  • Completed a total of 9 business/certificate occupancy inspections and 3 plan reviews
  • Fire Marshal Steve Blanchard attended the Tarrant County Fire and Arson Investigators Conference
  • Deputy Fire Marshal David Carpenter passed his initial State Fire Investigator exam

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius. 
  • Congratulations to Officer Williams for fifteen years of service and Lucia Bevers for ten years of service.
  • Detective Welling and Detective Berger received written commendations for their teamwork and dedication to selfless service, fantastic work!
  • Sergeant Byrd and Officers Rodgers, Alvidrez, and Peterson were awarded Meritorious Conduct Bars for their professionalism and adherence to policy during a vehicle pursuit that lasted an hour and covered over 50 miles. Outstanding command, control, and teamwork all the way around. Several letters of appreciation were also coordinated between Chief Stogner and Sergeant Byrd for Southwest Regional Communications Center members, the Dallas County Sheriff’s Office, and the Mesquite Police Department.

ECONOMIC DEVELOPMENT
  • The following items were approved at the August 26, 2024, City Council Meeting:
    • A one-month extension of the development agreement terms for HAV-R Charburgers
    • Property Improvement Program (PIP)-$3,000 sponsorship
    • Sistergirls’ Kitchen, LLC- a signage grant in an amount not to exceed $6,000, an infrastructure grant in an amount not to exceed $29,000, for incentive grants totaling $35,000
    • MRB Group-Professional Service Contract agreement not to exceed $16,100.
    • Approval of the Purchase of a vehicle from Classic Chevrolet that will be used in the support of the Duncanville Community & Economic Development Corporation (DCEDC), in the expenditure amount not to exceed $56,044.90. 

CITY-SPONSORED SPECIAL EVENTS

  • The City will celebrate Mexican Independence Day on Monday, September 16, 2024, from 4:00 PM to 10:00 PM. The festivities include an El Grito with the Mexican Consulate, a parade, music, food, and fun at Armstrong Park, 100 James Collins Blvd, Duncanville, TX. PARKS AND RECREATION
D.L. Hopkins Jr. Senior Center

Senior Meal Program: Monday through Thursday, everyone who dines with us will receive a breakfast bag and a boxed lunch to take home. On Fridays, each person will receive two breakfast bags and two boxed lunches to enjoy on Saturday and Sunday. This is due to additional state funding from the Dallas Area Agency on Aging (DAAA). The funding and expanded meal program will continue through the end of the fiscal year, September 30, 2024, and there is no additional cost to the City.

PARKS

  • Crews prepared six ballfields for games and hosted the season opener for the Duncanville Girls Baseball Association Tournament at Alexander Park
  • Fertilized three soccer fields and mowed all athletics fields to remove excess grass clippings
  • Planted sixteen new plants and pruned sixteen Crepe Myrtles within city medians
  • Repaired and inspected six reduced pressure zones to turn on City Utility Water at Harrington Park
  • Maintained landscape beds at Fire Station 1
  • Performed chemical application of Week 2 landscape bed sites
  • Crews performed various tree pruning and limb removal throughout various parks
  • Trimmed limbs overhanging major thoroughfares to allow safe routes to schools
  • Repaired the Versa Vac field maintenance equipment
  • Maintained property at 314 Hastings
  • Crews repaired the irrigation line break at Lions Park
  • Participated in Quarterly TAAF Region 7 Meeting hosted by Midlothian Parks and Recreation


 

Recreation Center


Ping-pong is becoming a popular activity on Thursday nights. Players range from intermediate to advanced skills. Occasionally, players will take the time to show younger players how to play. Spectators are also welcome. Ping-pong is FREE to members or $5.00 with a day pass.

Pickleball Youth Camp Recap:

Pickleball Camp – Over 20 participants joined us for the first-ever Pickleball Camp. During this three-day camp, participants learned the basics of the game, e.g., the court lines and rules, information on a single or double play, technique, scoring, etc. Players had the opportunity to participate in tournaments with 2 first-place winners, 2 second-place winners, and 2 third-place winners. Each participant also received a T-shirt. Thank you to Coach Richard and Councilmember Jeremy Koontz for coaching this camp. Staff are identifying new dates to host a 2-Day Pickleball Camp during the Christmas break. Stay tuned!



Hazard County Concert

Concert in the Park feat. Hazard County – Saturday, September 7, 2024 | 7:00 PM

Join us on Saturday, September 7, at the Poe-Hobden Amphitheater at Armstrong Park for a Concert in the Park featuring Hazard County. This band has opened for big-name groups at Billy Bob – groups such as Travis Tritt, Kameron Marlowe, Shenandoah, and Jake Worthington. Participants can sing along to country favorites and dance the night away. Admission is FREE. The concert will begin at 7:00 PM. Don’t forget to bring your blanket or lawn chair.

    • Staff will meet with the applicant on August 26, 2024, before the applicant resubmits their zoning request.

Comprehensive Plan Five-Year Update
  • A Request for Qualifications has been posted to the city website by Chief Procurement Officer Elton Brock.
  • A Pre-Statement of Qualifications Meeting for RFQ 24-0014 was held on March 6, 2024.
  • A Statement of Qualifications due March 26, 2024, at 2:00 PM
  • Evaluations were completed, and 3 firms were selected.
  • Recently, the Comprehensive Plan Committee selected 1 firm.
  • Selected firm for Comprehensive Plan Update discussed during a work session at the July 16, 2024, City Council meeting.
  • The selected firm’s contract was signed at the Duncanville Community Economic Development Corporation Board on July 30, 2024, for approval.
  • Discussion took place at the August 6, 2024, City Council meeting regarding kick-off of The Comprehensive Plan Update.

PUBLIC WORKS 

Street Division

  • Crews repaired twenty potholes at various locations throughout the City.
  • Crews repaired asphalt paving on Skyline Drive.
  • The call-out crew removed a fallen tree blocking Beaver Creek Drive.
  • Crews repaired concrete street pavement on Sanders Drive.
  • Crews cleaned six stormwater inlets at various locations throughout the City.

Utilities Division 

Water usage was 73,243,800 gallons (MG) during this reporting period, August 19 – August 25, 2024, up from 69,321,400 MG the previous week. The daily peak water demand occurred on Tuesday, August 20, 2024, when 11,610,000 MG of water was used. There was 0.00 inches of precipitation during this period. There was an estimated 49,000 gallons of water loss, including one water main break. 

CIP Construction

  • Wren Avenue and Oriole Boulevard Water Main Replacement I-20 Aerial Crossing
    • The preliminary walk-through for the project was performed, and a punch list has been generated. The final acceptance walkthrough is scheduled for Friday, August 30.
    Softwood Drive Sanitary Sewer Aerial Crossing Repair
    • Crews await the welder to install the I-Beam.
    Ten Mile Creek Embankment and Drainage Improvements
    • Stoic is continuing to make progress with both Sites 1 and 2. The project is nearing completion and is scheduled to be completed in approximately four weeks.
  • Oriole ADA Sidewalk Improvements
    • The project is nearing completion. Meca Construction has continued the sidewalk and curb ramp replacement south of I20.
    Harrington Park/Ten Mile
    • Texas Standard Construction has begun clearing the area to prepare for construction.

Other Construction

Texas Department of Transportation TxDOT) I-20 Construction Cockrell Hill Road to Hampton Road TxDOT is constructing new service roads and ramps from Cockrell Hill Road in Duncanville to Hampton Road in Dallas, including new bridges across US-67. This project also includes construction by TXDOT of a Texas U-Turn at US 67 and Cockrell Hill Road on the southwest side of the bridge, which is projected to be completed by Fall 2024, barring any unforeseen conditions. The entire project has an estimated completion date of September 2025.

City of Dallas Stormwater Project on Sorcey Road at White Ash – Dallas is working on installing an approved storm sewer.
