BUILDING PERMITS AND INSPECTIONS
 
Building Weekly Inspection Report
  • There were 67 total building inspections this week. 49 inspections passed, 12 failed, 0 canceled, and 6 partial passes.

  • 85 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 11 total health inspections, 0 for Annual Health Renewal, 4 for the Health Certificate of Occupancy, and 0 for Annual Swimming Pool Inspections. 2 routine health inspections, 3 mobile food unit inspections, and 2 complaints.

Total Fees Collected for the Week: $38,619.17.

Rental Weekly Inspection Report:

  • A total of 37 rental inspections were scheduled this week: 17 passed, 20 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.

  • 17 Single Family Rental Certificates of Occupancy have been reissued.

  • A total of 0 Apartment Unit Inspections for this week have been completed.

COMMUNICATIONS AND MARKETING 

 Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation

TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

Statewide Test of Emergency Alerting Systems

On Thursday, April 2, 2026, at the request of the Texas Division of Emergency Management (TDEM), a statewide test of emergency alerting systems will occur between 10:00 AM and 12:30 PM. As part of this drill, local jurisdictions across Texas may test systems used to notify the public during emergencies. Because jurisdictions across the region may participate in this test, you may receive more than one test alert on your phone and hear outdoor warning sirens during the testing window. Continued...

DUNCANVILLE FIRE DEPARTMENT

Emergency Management

  • Emergency Management Team (EMT) held the first Caregiver Symposium for healthcare facilities across the Best Southwest Cities to share safety information.

  • EMT hosted the Dallas County Quarterly Emergency Manager meeting.

  • EMT held an American Red Cross Shelter Training for recreation center staff in the Best Southwest Cities. 

Fire Administration 

  • Collaborating with Operations and the Fire Marshal’s Office to develop and implement a plan to reinstate the First Due pre-fire planning program.

  • Emergency Management Service division will monitor the newly approved First Due electronic patient care reporting system, authorized by City Council on March 17, 2026, to ensure all proposed deliverables are met. Following the completion of training and the start of implementation, monthly updates will be provided to City Management.

  • Continued work on the Texas Fire Chiefs Association Best Practices project. Significant progress has been made, and I anticipate completing the project in 2026.

  • Continued work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for later in 2026, and completion of the First Due software module onboarding is required before that review.

  • Attended pipeline safety class at the City of Mesquite.

  • Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

ECONOMIC DEVELOPMENT 
 

Applications are now open for the Duncanville Community and Economic Development Corporation (DCEDC) Design Incentive Grant Program, an initiative designed to support local businesses through financial assistance for exterior and interior design improvements, and more. The Design Incentive Grant application window has been extended through April 1, 2026. The March DCEDC Regular Meeting was held in its new meeting location, inside Council Chambers, on Monday, March 23, 2026. Moving forward, all regularly scheduled DCEDC meetings will take place in the Chambers to accommodate all guests and streamline audio and video recording.

  • Railroad Flats Property – A Chapter 380 Agreement with Pagaso California Construction Corp was approved by the City Council on March 3, 2026, as part of the purchase and redevelopment of this vacant parcel in the Downtown District. The proposed development will add housing units to the trade market by constructing up to 34 townhomes for sale. The proposed project must still secure site plan approvals and an amendment to the existing Planned Development zoning ordinance by the Planning Commission and City Council.

  • JCTF Real Estate, LLC – Incentive Agreement, $200,000, Approved by DCEDC – March 23, 2026. A public hearing will be held on April 7, 2026, at the City Council meeting.

Recreation Center

Program Highlight

This week, the Recreation Center is excited to highlight all three of our dance fitness programs! Whether you’re looking to get active, have fun, or learn something new, there’s a class for everyone. Jazzercise, Zumba, and Line Dancing—each brings a unique style and energy to the floor. Participation in these classes has increased over the past month, and we are grateful to have such talented instructors: Sheilla Johnston, Vanessa Cortez, and Tiffany Ashford. Their high-energy, fun atmosphere plays a vital role in the success of our Recreation Center programs.

Get on your feet, dance, boogie, and learn new moves! With summer right around the corner, there’s no better way to get in shape, have fun, and meet members of our community.

Community Event Recap

This past weekend, Aidan Pennebaker and Baron Brasfield attended the newly relocated Duncan Switch event. They provided guests with information about Recreation Center programs, upcoming events, memberships, and facility rentals. During the event, we were able to register people into Xplor, as well as a few participants for yoga and line dancing classes.

Guests also had the opportunity to play the mini putt-putt game and win fitness-related prizes after signing up on Xplor. The super trikes were available for guests to ride around the park, adding to the fun and interactive atmosphere.

Additionally, we were able to secure a few vendors from this event for the upcoming Easter Eggstravaganza happening this Saturday. We look forward to continuing our partnership with the Chamber of Commerce and remaining an active part of Duncan Switch.

Easter Eggstravaganza
Mark Your Calendar: Saturday, March 28, 2026, 11:00 AM – 1:00 PM. Join us for the Easter Eggstravaganza, a fun-filled afternoon the whole family will love! With 15,000+ Easter eggs spread across the park, children will enjoy an exciting egg hunt divided by age groups, ensuring everyone has a chance to join the fun. The hunt will kick off with the exciting sound of the horn from the Duncanville Fire Department fire truck! Enjoy games, music, delicious food, and a special visit from the Easter Bunny. This FREE community event is the perfect way to spend a beautiful Easter Saturday afternoon with family and friends.

Special Events

Planning efforts for the 2026 BloomFest Music & Arts Festival, scheduled for May 9, 2026, are progressing well. The Stage 1 performance schedule has been completed, and staff is currently working to finalize performers for Stage 2, which will highlight additional local talent and community-based performances.

 

The Battle of the Bands competition continues to generate strong community engagement. Public voting is currently underway and will remain open through March 30. The competition has helped increase BloomFest's visibility while showcasing regional musical talent and encouraging public participation.


Planning has also begun for the City’s Red, White, & Goals weekend, a multi-day celebration taking place July 3–5, 2026, in recognition of the nation’s 250th anniversary. Staff are actively working to secure vendors and performers to support the expanded weekend experience, which will include a FIFA Watch Party, the annual July 4th Celebration, and a Youth Soccer Day.

Planning and Zoning
  • The Planning & Zoning department is working on updates to the Zoning Ordinance, including changes to land use and definitions.


PUBLIC WORKS 

Cedar Ridge Drive Improvements

  • Estrada Concrete is currently working on the pre-construction submittals.

  • The Traffic control plan has been submitted, and a meeting will be scheduled for review with the Police and Fire Departments, as well as the Duncanville Independent School District.

  • The Stormwater Pollution Prevention Plan has been approved along with the project construction sign.

Creek Bank Restoration

  • The preconstruction meeting for this project was held on March 11, 2026. The contractor is currently working on the submittal and advised that they will move in to begin the project on April 6, 2026.
Street Division
  • Crews repaired several utility cuts on Green Hills Road.

  • Crews assisted the Parks Department in repairing the roadway in Harrington Park.

  • Crews graded the ditch lines on Linkview Drive, Softwood Drive, and Meadowcrest Lane.
Utilities Division
  • From March 16-22, 33,540,740 gallons of water were pumped. The estimated water loss for that week was 55,979 gallons, including one water break.
