Fiscal Year 2025-2026 Proposed Budget
The City is pleased to provide the FY 2026 Proposed Budget in a new, convenient, mobile-friendly, and interactive digital version through the OpenGov platform. This modern tool gives residents, business owners, and stakeholders easy access to the City of Duncanville’s proposed financial plan for the upcoming fiscal year. Designed for transparency and usability, the digital format allows users to explore revenue and expenditure details and departmental goals in a clear, accessible way from any device.
This new format reflects Duncanville’s continued commitment to open government and public engagement. Community members are encouraged to explore the FY 2026 Proposed Budget at their convenience, gain a better understanding of how City resources are allocated, and participate in the civic process. Rental Weekly Inspection Report
- A total of 54 rental inspections were scheduled this week: 6 passed, 48 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
- 6 Single Family Rental Certificates of Occupancy have been re-issued, and there are 31 apartment units this week and zero complaints.
Building Weekly Inspection Report
- There were 75 Total Building inspections this week. 38 inspections passed, 21 failed, 9 were canceled, and 7 were partially passed. 27 building permits were issued this week.
Health Weekly Inspection Report
- This week, there were 16 total health inspections: 3 were health inspections for the annual renewal, 1 for a health certificate of occupancy, and 3 were for annual swimming pool inspections.8 routine health inspections, 1 complaint.

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.
To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

- Recruit Victor Gonzalez completed week 17, while Recruits Kevin Sanchez and George Smith completed week 11. Three new recruits, Nahum Escudero, Lazaro Castro and Quincy Denham, completed week 1 of the academy.
- On July 23, 2025, the Duncanville SWAT (Special Weapons and Tactics) Team and Duncanville Narcotics Unit executed two high-risk search warrants pursuant to an ongoing narcotics investigation. The search warrants were executed without incident and resulted in the seizure of more than 10 pounds of marijuana, an ounce of cocaine, nearly one pound of THC (Tetrahydrocannabinol) concentrate, currency, and two firearms, one of which was stolen.
- On July 24, 2025, Assistant Chief Ron Wilcots graduated from the Senior Management Institute for Police (SMIP), also known as the Police Executive Research Forum (PERF). This is one of the most prestigious executive leadership academies in the country.
- On July 25, 2025, the Duncanville SWAT team and Duncanville Narcotics Unit executed a high-risk search warrant at a local residence pursuant to an ongoing methamphetamine investigation. More than one kilogram of methamphetamine, one pound of marijuana, currency, and four firearms were seized. Preliminary follow-up investigation has uncovered a local network of more than 30 individuals suspected of actively trafficking hundreds of kilograms on a consistent basis.
- On July 28, 2025, Lieutenant Stan Estell reached an incredible milestone—30 years of service! His unwavering commitment to public safety, steady leadership, and professionalism are to be celebrated. Equally impressive is his spotless 30-year safe driving record—an achievement that reflects his discipline, attention to detail, and deep sense of responsibility. It’s rare, admirable, and it deserves recognition.

Event Planning Update – Hispanic Heritage Fest
Planning is officially underway for the Best Southwest’s Hispanic Heritage Fest, proudly hosted by the City of Duncanville. This exciting regional celebration will take place on Saturday, September 20, 2025, from 3:00 PM to 10:00 PM at Armstrong Park.
The event will kick off with a festive parade at 3:00 PM, followed by an evening filled with live music, food trucks, a vendor market, and cultural festivities for the entire community to enjoy.

Encina is Coming!
We are thrilled to announce that Encina, the beloved Oak Cliff restaurant known for its adventurous menu featuring seasonal Texas ingredients, is expanding to Duncanville! The team behind Encina has officially closed on the historic property at 220 North Main Street, formerly home to Duncanville’s original fire station and later a TV repair shop.
Encina, a collaboration between celebrated chef Matt Balke and seasoned restaurant veteran Corey McCombs, has been a staple in the Bishop Arts District since its opening in 2020.
The addition of Encina to our downtown area marks a significant milestone in Duncanville’s ongoing economic development and revitalization efforts. We are excited to welcome this esteemed establishment to our community and look forward to the vibrancy it will bring to our historic Main Street.

- Appreciation breakfast for the Duncanville Parks and Recreation staff was hosted to close out July Parks and Recreation Month, thanking them for all the incredible contributions they make to the City of Duncanville and the joy they bring to our citizens throughout the year.
- Staff celebrated the retirement of David Ramirez, Litter Sanitation Crew Member.
- Staff hosted Texas Commission on Environmental Quality (TCEQ) Backflow inspection class and certification at the Duncanville Parks maintenance facility, highly attended by Dallas-Ft. Worth metroplex municipalities and organizations.
- Crews fertilized Harrington, Lakeside, Lions, and Alexander Park.
- Crews top-dressed soccer fields at Harrington Park
- Crews serviced landscape beds at the Duncanville Police Department, City Hall, Library, Park Maintenance Facility, Recreation Center, LED Sign, and Annex Building.
- Crews repaired irrigation for the streets department sidewalk installation.
- Crews began creating specifications for in-house mowing equipment purchase.
- Crews completed tree maintenance and limb removal across various park locations
- Crews replaced the glass casing at the Veterans Memorial Eternal Flame.
- Crews assessed issues with Waterview Park’s fountain, pump, and aeration system.
- Splashpad delayed opening schedule for August 18, 2025, at 12:00 PM.
- Staff finalized Parks Department Key Performance Indicators (KPI’s) for 2025.

- Started forming rebar for the foundation of the baseball concession stand and restroom.
- Confirmed hydrological studies for 10-mile creek to move forward with the trail bridge installation

Employee Spotlight
Mr. Aiden Pennebaker has been instrumental in improving the departmental marketing collateral. This includes updating the program guide on the city website, the calendar on the city website, and creating new marketing pieces for the upcoming fiscal year.
In addition to his marketing and advertising efforts, he also serves as our archery instructor. In addition to instructing the students, Aiden also sets up and tears down the archery net, targets, bows, and arrows.

| Planning and Zoning
|
- The Duncanville City Council held a public hearing on July 15, 2025, for Life School to rezone 1000 East Danieldale Road, City of Duncanville, Dallas County, Texas from SF-13 to PD (Planned Development – Education Facility). The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
- The Duncanville City Council held a public hearing on July 15, 2025, to address a Specific Use Permit allowing the use of Fuel Pumps”, at 615 South Cockrell Hill Road, City of Duncanville, Dallas County, Texas. The Planning and Zoning Commission did not recommend approval. Duncanville City Council did not approve the request.
- The City of Duncanville held a Comprehensive Plan Joint Meeting on July 22, 2025, to discuss and possibly take action on adopting the New Comprehensive Plan. All boards, residents, and businesses were invited and encouraged to attend. The Comprehensive Plan Joint Meeting #ComptheBlock was a success, and the city was given a lot of positive feedback. Thank you to everyone who attended the meeting.

Capital Improvement Projects
- Summit Pump Station
- The generator was delivered and set in place on July 3, 2025. Staff await additional equipment not expected to arrive until the new year (Automatic Transfer Switch scheduled for delivery in January 2026).
- Pipebursting
- The contractor has completed installing and rehabilitating the water main on East Wheatland Road at Cockrell Hill Road, and it is now in service. Pavement replacement is complete. Replacement of the Americans with Disabilities Act ramps is expected to be complete this week.
- RFB 25-0014 Cedar Ridge Reconstruction
- Bid documents are ready. The project will be advertised soon to solicit bids for the project’s construction.
Streets Division
- Crew cleared debris obstructing traffic on West Camp Wisdom Road.
- Crew identified and marked two utility drainage locations.
- Crew cleaned 16 storm drainage grate inlets to improve stormwater flow.
- Crew patched 13 potholes at various locations throughout the city.
- Crews weeded the backyard at the Duncanville Service Center.
- Crews poured concrete for the first and second phases of utility repairs on Nimitz Drive, Power Drive, Green Ridge Drive, South Main Street, and Crescent Lane.
- Crew removed fallen trees obstructing roadways on Walnut Street and Lady Lane.
- Crews laid hot-mix asphalt on Green Ridge Drive.
- Crews distributed door-to-door notification letters in neighborhoods before the upcoming construction work.
Utilities Division
- During July 21 through July 27, 2025, 42,623,700 gallons of water were pumped. The estimated water loss for that week was 1,415,979 gallons.
- Hydromax USA continues to exercise valves and GIS (Geographic Information System) to locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
