Fiscal Year 2025-2026 Proposed Budget

The City is pleased to provide the FY 2026 Proposed Budget in a new, convenient, mobile-friendly, and interactive digital version through the OpenGov platform. This modern tool gives residents, business owners, and stakeholders easy access to the City of Duncanville’s proposed financial plan for the upcoming fiscal year. Designed for transparency and usability, the digital format allows users to explore revenue and expenditure details and departmental goals in a clear, accessible way from any device.

This new format reflects Duncanville’s continued commitment to open government and public engagement. BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 11 rental inspections were scheduled this week: 5 passed, 6 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 5 Single Family Rental Certificates of Occupancy have been re-issued, and there are 0 apartment units this week and zero complaints.

Building Weekly Inspection Report

  • There were 137 Total Building inspections this week. 94 inspections passed, 36 failed, 7 were canceled, and 0 was partially passed.
  • 43 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 9 total health inspections: 1 were health inspections for the annual renewal, 0 for a health certificate of occupancy, and 2 were for annual swimming pool inspections. 5 routine health inspections, 1 complaint.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

  • Emergency Management Team (EMT) conducted Emergency Operations Center (EOC) Training for the City of Lancaster
  • EMT tested the City of Duncanville backup EOC technology with Information Technology (IT)
  • Emergency Management Team (EMT) coordinated the City of Cedar Hill Wildfire Grant planning meeting.
  • EMT visited the first completed safe room under the Regional Safe Room Rebate Grant Program. Pictured is a safe room constructed under the grant, located in a home in Cedar Hill, Texas. There are still 34 spots for interested residents.
  • EMT coordinated the Duncanville Hispanic Heritage Festival planning meeting.
  • EMT attended the Emergency Management Working Group meeting.
  • EMT attended the DeSoto City Council Meeting for the approval of stand-by Debris Monitoring and Debris Removal contracts.

  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children in kindergarten, 1st, 2nd, and 3rd grades.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time fun for ages 3 – 6 and a caregiver.

Excitement Builds for the Best Southwest Hispanic Heritage Fest

The City of Duncanville is proud to host the Best Southwest Hispanic Heritage Fest on Saturday, September 20, 2025, from 3:00 p.m. to 10:00 p.m. at Armstrong Park. This annual celebration highlights the vibrant traditions, music, food, and culture of the Hispanic community and brings together residents and visitors from across the region.

The festivities begin with the parade at 3:00 p.m., featuring community groups, schools, cultural organizations, and businesses. We encourage participation in the parade to showcase the spirit and diversity of Duncanville.

We are also inviting food vendors and market vendors to register for the festival, providing an opportunity to share local flavors and handmade goods with thousands of attendees.

This year’s entertainment lineup will feature:

  • Jangueo – high-energy rhythms and Latin beats
  • Tejano Queen Forever – a tribute to Tejano music legends
  • Los Tigrillos – closing the evening with their iconic Norteña sound

    Business Retention follow-up with grocery store after the parent company announced plans for closing several stores nationwide.
  • Notified the assistant store manager on duty (Jade C.) of the "dumping" at the clothing donation bin in the parking lot facing Camp Wisdom.

Duncanville Community and Economic Development Corporation (DCEDC) Updates:

  • The DCEDC Board approved the Fiscal Year 2025-2026 Proposed Budget on July 28, 2025
  • The DCEDC Board approved an Administrative Services Agreement with the City of Duncanville as part of the FY 2025-26 Proposed Budget on August 7, 2025

  • Staff participated in The University of Texas at Arlington (UTA)
    Municipal Training in Skid Steer Operations. Staff were trained in safe and efficient operation of our Bobcat and its multiple attachments.
  • Staff completed landscape maintenance in the Downtown Corridor, measured median beds for redesign.
  • Crews completed chemical applications for weeds in landscape beds.
  • Crews eliminated pest concerns, including wasps in dog dispensers and shade structures.
  • Crews attended mower demonstrations to evaluate the most efficient practices to sustain in-house mowing operations
  • Crews started rerouting of utility mainline and sewage tap-in for the soccer concession stand.
  • Meeting with stakeholders regarding the 10-mile Creek Trail bridge.

Planning and Zoning
  1. On August 11, 2025, the Planning and Zoning (P&Z)Committee received a presentation on the Comprehensive Plan from Matt Horn of MRB Group. This presentation was a condensed version of the full presentation delivered at the Comprehensive Plan Joint Meeting on July 22, 2025. The Committee voted to table the item, and it is scheduled to be brought back for consideration at the September 8, 2025, Planning and Zoning meeting.

  2. The Planning and Zoning Commission tabled Case#2025-00008, an application for a Specific Use Permit to allow for the use of “Animal Services” for property, located at 202 West. Center Street, Duncanville, Dallas County, Texas.

  3. The Planning and Zoning Commission recommended to Council Case#2025-00009, an application for a Zoning Change from Local Office/Retail (LOR) district to a Single Family Residential (SF-13) district, located at 810 Wheatland Road, City of Duncanville, Dallas County, Texas.

  4. The Planning and Zoning Commission recommended to Council Case#2025-000010, an application for a Zoning Change from Neighborhood Office/Retail (NOR) to Downtown District (DD) Urban Living (UL) on property, located at 314 North Hasting Street, City of Duncanville, Dallas County, Texas.

  5. The Planning and Zoning Commission tabled Case#2025-000015, an application for a Zoning Change from Planned Development (PD) to Duplex Residential District (TF-7) on land located at 400 East Center, City of Duncanville, Dallas County, Texas.

  6. The Planning and Zoning Commission recommended to Council Case#2025-00016, and application for a Specific Use Permit to allow for the use of “Auto Dealership, Used Only” for property, located at 510 East Redbird Lane, City of Duncanville, Dallas County, Texas.

  7. A Public Hearing was held to address concerns pertaining to Moore Supply, located at 626 Crestside Drive, City of Duncanville, Dallas County, Texas.

  8. The Planning and Zoning Commission approved a preliminary plat, located at 718 Cavan Street, City of Duncanville, Dallas County, Texas.

  9. The Planning and Zoning Commission approved a replat of property located at 214 East Red Bird Lane, City of Duncanville, Dallas County, Texas.

  10. The Planning and Zoning Commission approved a replat of property located at 623 Jellison Boulevard & 627 Jungle Road, City of Duncanville, Dallas County, Texas.

  11. The City of Duncanville has completed its contract with Olsson Consultants for planning services. We look forward to welcoming our new planner!


PUBLIC WORKS 

Engineering Division

  • RFB-25-0014 Cedar Ridge Improvements:
  • The project will be advertised and for bid this week. The advertisement will run for 45 days.

Right-of-Way (ROW) Permits

  • Atmos Energy is completing three projects in the city: on Acton Avenue, Cedar Ridge Drive, and Frank Kessler Boulevard.

Streets Division 

  • Crews cleared low-hanging branches and limbs over the sidewalk along South Cockrell Hill Road.
  • Crew identified and marked three utility drainage locations.
  • Crews installed an Americans with Disabilities Act ramp at the intersection of Main Street and Little Street.
  • Crews completed concrete utility repairs on Sanders Drive.
  • Crew patched a total of seven potholes at various sites citywide.
  • Crew assisted with traffic control devices setup and take down during and after the Duncan-Switch event.
  • Crew trimmed low-hanging limbs around the creek headwall and guardrail on Limetree Lane.
  • Crew cleaned up a diesel spill on Main Street.
  • Crews laid hot mix asphalt on Mona Avenue.

 Utilities Division 

  • From August 11-17, 2025, 40,980,400 gallons of water were pumped. The estimated water loss for that week was 52,500 gallons.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) to locate all the water distribution valves across the city. This project is scheduled for completion by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.

ROW Permits
