During the Regular Meeting of the Duncanville City Council held on Tuesday, September 16, 20925, Mayor Greg Contreras (pictured with former Duncanville mayors Barry L. Gordon, Glenn Repp, and David L. Green)  presented the Sister City Proclamation. As defined by Sister Cities International, “A sister city…relationship is a broad-based, long-term relationship between two communities in two countries. A relationship is officially recognized after the highest elected or appointed official from both communities signs off on an agreement to become sister cities."  Read the Staff Report and Proclamation



Fiscal Year 2025-2026 Adopted Budget

The Duncanville City Council has officially adopted the Fiscal Year (FY) 2025–2026 budget along with the 2025 property tax rate. These actions provide the financial framework to support essential city services, public safety, infrastructure, and community programs for the year ahead.

The City is pleased to provide the FY 2026 Adopted Budget in a new, convenient, mobile-friendly, and interactive digital version through the OpenGov platform. This modern tool gives residents, business owners, and stakeholders easy access to the City of Duncanville’s proposed financial plan for the upcoming fiscal year. Designed for transparency and usability, the digital format allows users to explore revenue and expenditure details and departmental goals in a clear, accessible way from any device.

This new format reflects Duncanville’s continued commitment to open government and public engagement. Community members are encouraged to explore the FY 2026 Adopted Budget at their convenience, gain a better understanding of how City resources are allocated, and participate in the civic process. Live Jazz Performance

Join us for a musical performance of the traditional American art form Jazz. The event will highlight popular jazz standards and songs from the Great American Songbook that are cherished for a life time.

BUILDING PERMITS AND INSPECTIONS

Rental Weekly Inspection Report

  • A total of 23 rental inspections were scheduled this week: 8 passed, 15 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
  • 9 Single Family Rental Certificates of Occupancy have been reissued, and there are 0 apartment units this week, and zero complaints.

Building Weekly Inspection Report

  • There were 72 Total Building inspections this week. 42 inspections passed, 27 failed, 0 canceled and 3 partial pass (partial pass is when one phase of an inspection is done at a specific address but has not yet passed all inspections.)
  • 106 Building Permits were issued this week.

Health Weekly Inspection Report

  • This week, there were 9 total health inspections: 0 were health inspections for the annual renewal, 2 were for a health certificate of occupancy, and 0 were for annual swimming pool inspections. 6 routine health inspections and 1 complaint.

Total fees collected for the week was $14,976.00.

Fight the Bite

To help stop the spread of mosquitoes, residents should get rid of any standing water around their homes. You should also report dirty pools or abandoned homes where mosquitoes might be breeding. To report, call Duncanville Health Services at (972) 780-5000 or use the OurDuncanville app, found in the Apple App Store or Google Play.

To protect yourself from West Nile Virus, use bug spray with DEET. It's also a good idea to stay inside during dawn and dusk, when mosquitoes are out the most.

DUNCANVILLE FIRE DEPARTMENT

Emergency Management:

  • Emergency Management Team (EMT) conducted meetings and finalized the Emergency Action Plan for the September 20, 2025, Hispanic Heritage Fest.
  • EMT facilitated a meeting with vendors related to the Outdoor Warning System to get updates on solutions regarding repairing outstanding issues. A follow-up meeting is scheduled in two weeks to discuss the recommended path forward.
  • Emergency Management Team Regional Preparedness Fair was held in the City of DeSoto on Saturday, September 13, 2025, and had 43 attendees and great participation by regional partners.

Fire Administration 

  • Attended Rotary Club of Duncanville and Duncanville Lions Club meeting.
  • Read children’s book to four different groups at Skyrise School of Duncanville.
  • Met Councilmember Jeremy Koontz at City of Duncanville Fire Station 1 to ride out with the C-shift crew.
  • Attended Preparedness Fair at City of Desoto Community Center.
  • Met with Duncanville Independent School District administrators on establishing a firefighter training program.
  • Attended Outdoor Warning System meeting with vendors on repair plan.
  • Met with Southwest Regional Communications Center, Desoto and Cedar Hill Fire Chiefs to discuss establishing an Automatic Vehicle Location System in the Tri-Cities. Proposed December 2025 testing of that system. More discussions internally with City Management to follow prior to test implementation.
  • Attended Fire Administration weekly staff meeting.
  • Visited crew at Duncanville Fire Station 1.
  • Attended bi-weekly meeting with Interim City Manager Richard Abernethy.

DUNCANVILLE POLICE DEPARTMENT
The Police Department welcomes the public to access www.crimemapping.com for resources; citizens can sign up for crime alerts within their location's radius.
 

PERSONNEL

  • Recruits Kevin Sanchez and George Smith completed week 18 and Nahum Escudero, Lazaro Castro and Quincy Denham, completed week 9 of the academy.
  • On September 11, 2025, Joe V’s Smart Shop by H-E-B generously provided snacks and goodies to our police department as part of their Helping Heroes service project. We extend our sincere gratitude for their thoughtful gesture.
  • On September 11, 2025, the Duncanville Police Department Honor Guard, along with the Administration Staff, attended the 9/11 Evening of Remembrance event.
  • On September 12, 2025, the Narcotics Unit secured a search warrant as part of an ongoing investigation. The high-risk operation was carried out by the Duncanville SWAT team and was executed without incident. During the search, authorities seized 10 kilograms of methamphetamine, significant amounts of currency, and a stolen handgun.

  • Craftmatic, Tuesdays at 4:30 PM – 5:30 PM. Craft something fantastic by hand! Create with paper crafts, collage, and other simple projects. For adults, but open to all ages.
  • Tech Tutors, Wednesdays at 7 PM – 7:45 PM. Get help with any of your own devices or on one of our public computers.
  • Sewing Tutorial, Saturdays at 2:30 PM – 3:30 PM. Join this small-scale sewing tutorial. Sign up in person or call us. Limit 3 per session.
  • Maker Time, Saturdays at 3:30 PM – 5:30 PM. Use the makerspace to work on your creative projects.

  • Homeschool Hangout, Mondays at 10:30 AM. Calling all homeschoolers! Join us in a space where students can engage in fun STEAM activities ... or hang out with each other! For children aged 6 –11 and their families or caregivers.
  • LEGO® Maniacs, Mondays at 4:30 PM – 7:30 PM. Come play with Legos!
  • Baby Play, Tuesdays at 10:15 AM. Come play with your child in our discovery stations. Kids explore early concepts and fine motor skills all through interactive play. Ages 0 – 3 years, accompanied by a caregiver.
  • Preschool Literacy Games, Tuesdays at 11:15 AM. Develop your child’s early literacy skills through alphabet, vocabulary, word work, and phonemic awareness games. Ages 3 – 6 and a caregiver.
  • Crafty Readers, Wednesdays at 4:30 PM. Come hear a story and make a craft for children. Grades Kinder, 1st, 2nd, and 3rd.
  • Preschool Story Time, Thursdays at 10:15 AM. Story time is fun for ages 3 – 6 and a caregiver.
  • Nursery Rhyme Time, Thursdays at 11:15 AM. Story time, nursery rhymes, fingerplays, & songs. Ages 3-6 years, accompanied by a caregiver.
  • Game On! Thursdays at 3:30 PM – 5:30 PM. Teens aged 12-18 can enjoy board games or console games (Nintendo Switch and PlayStation 5) together.

The City of Duncanville hosted the Leadership Southwest Class of 2025 for a full day of events highlighting economic development, public safety, cultural celebrations, parks, and public education. The day began at the Duncanville Fieldhouse with breakfast provided by City View Tacos and Scooters Coffee. The welcome and opening remarks were provided by Mayor Greg Contreas. Local tour stops included Wheatland Plaza Collab Space, Dr. Marc Smith Learning Center, and Armstrong Park. The class received a presentation from Superintendent Dr. T. Lamar Goree with lunch prepared by Duncanville High School Culinary Arts students. The afternoon sessions at the Fieldhouse included a panel session with the Best Southwest Police Chiefs and an active-shooter response demonstration. The event successfully showcased the City of Duncanville’s public leadership, educational partnerships, economic development, and Championship Culture.

Excitement Builds for the Best Southwest Hispanic Heritage Fest

The City of Duncanville is excited to host the Best Southwest Hispanic Heritage Fest this Saturday, September 20th, from 3:00 PM – 10:00 PM at Armstrong Park.

Parade

The celebration kicks off at 3:00 PM with the Hispanic Heritage Parade. We are still actively accepting parade applications, and community groups are encouraged to participate.

A full lineup of live performances and cultural showcases will highlight the afternoon and evening:

A new restaurant is planning to open in October 2025. Met with general contractors working to complete a commercial remodel from the previous restaurant use. Business card is provided to share with the general manager who will be on site in the afternoon. Offered the opportunity to coordinate grand opening/ribbon cutting with the Chamber of Commerce.

9/15/2025 - JZ Embroidery 251 South Cedar Ridge Drive

Business Expansion

Staff met with business owner, Ali, at his new property, which was recently purchased as a business expansion. The business will be relocating to the building located at 910 South Cedar Ridge in the coming months, and plans are in place to expand services and product offerings. Economic Development staff provided information on possible options for incentives and grants.

Weekly Highlight

Movies in the Park: A Million Miles Away on September 13

We had our biggest turnout of the year with over thirty attendees! This event was held in partnership with the Duncanville Art Commission, who added some fun and creative touches by including rock-painting for kids ("moon rocks") and moon pies for a sweet, space-themed treat. Eight vendors participated, with crowd favorites like Scouts Loaves and HoloDex drawing lots of attention.

Village Tech Volleyball

Our first practice kicked off this week and will be held in the East Gym every Monday and Wednesday through October. The program is also a valuable revenue generator, bringing in $4,000 in rental income.

Brazilian United Soccer Clinic

The program officially launched this week at Armstrong Park and will meet every Wednesday throughout September, wrapping up on October 29. A unique highlight of this program is that the coaches are flown in all the way from Brazil!

New Program Announcement: Kidokinetics

 Designed for children ages 1–5, this program focuses on developing cognitive and motor skills while introducing a new sport each week. Classes are held in the gym every Thursday from October through November. With continued community support, we hope to expand the program through 2026.

PUBLIC WORKS 

Street Division

  • Crew removed a tree on Roundtop Boulevard after hours.
  • Crew identified and marked three utility drainage locations.
  • Crews poured concrete on Kensington Drive and Astaire Avenue.
  • Crew cleaned and trimmed trees at the creek near Greenstone Lane at Camp Wisdom Road.
  • Crews repaired 28 potholes around the city.
  • Crews performed hot mix repairs on the alley behind Westminister Lane.
  • Crews started sidewalk repairs along Skyline Drive.
  • Road striping will begin on September 22, 2025, and is expected to last approximately four days.

Utilities Division

  • From September 8-14, 2025, 40,189,610 gallons of water were pumped. The estimated water loss for that week was 176,170 gallons, including main breaks and leaks.
  • Hydromax USA continues to exercise valves and GIS (Geographic Information System) locate all the water distribution valves across the city. This project is scheduled to be completed by mid-September 2025. *The Hydromax trucks are white with the company logo on them. The Utilities Division will have personnel with Hydromax to assist with locating valves when needed.
