Rental Weekly Inspection Report:
- A total of 27 rental inspections were scheduled this week:11 passed, 16 failed, and 0 were canceled. The primary reasons for the failed inspections were the absence of GFCI (Ground Fault Circuit Interrupter) protection, missing carbon monoxide and smoke detectors, inadequate ground rods, and water heaters that did not meet current code standards.
- 11 Single Family Rental Certificates of Occupancy have been reissued.
- A total of 1 Apartment Unit Inspection for this week has been completed.

Brush and Bulk Update
The City of Duncanville is working closely with Republic Services to manage the significant increase in brush and bulk waste following last weekend’s storms. We are currently experiencing higher volumes of storm debris, particularly in areas north of I-20, along with ongoing cleanup in city parks and efforts by our street crews to keep roadways safe and clear.
To help address the increased demand and expedite collection, the City has engaged Camacho Tree and Landscaping Services to assist Republic. Camacho began operations this morning in Section 1 (Redbird Lane area) and will continue working through impacted areas. Some neighborhoods experienced heavier storm damage than others, which may result in longer collection times, and we ask residents for their continued patience.
In the past, the Service Center has been used as a staging area for debris; however, the site is currently at capacity. Consistent with our Emergency Management Plan, the City is utilizing Red Bird Park as a temporary staging site due to its proximity to the most impacted areas and access to I-20. The east side of the parking lot will be used for this purpose and will be barricaded, while the west side will remain open to the public. Republic will provide containers on-site, and this location will be used exclusively by Republic and Camacho Tree and Landscaping. It will not be open to the public.
Camacho will continue supporting Republic Services until all sections of the city have been serviced.
We will continue to share updates with the public as progress is made. We appreciate the community’s patience and understanding as crews work diligently to clear storm debris as quickly and safely as possible.

Notice of Intention to Issue City of Duncanville, Texas Certificates of Obligation
TAKE NOTICE that the City Council of the City of Duncanville, Texas, shall convene on May 5, 2026 at 7:00 p.m., at Duncanville City Hall, 203 E. Wheatland Road, Duncanville, Texas 75116. During such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of certificates of obligation, in one or more series, in an amount not to exceed TWELVE MILLION DOLLARS ($12,000,000) for the purpose of paying contractual obligations to be incurred for (i) improving and extending the City’s waterworks and sewer system, to-wit: the acquisition and installation of water meters in replacement of existing water meters and (ii) professional services rendered in connection therewith; such certificates to be payable from ad valorem taxes and a limited pledge of the City's waterworks and sewer system. In accordance with Texas Local Government Code Section 271.049, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $15,555,000; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $19,558,888; (iii) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $17,520,000; (iv) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the certificates to be authorized is August 15, 2043. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

Fire Administration

Working on the Texas Fire Chiefs Association Best Practices project. Making a lot of progress with 70% of the project completed at this point. Completion of his project is expected in 2026.

Working on the Insurance Services Office (ISO) project and will schedule an ISO inspection in 2027 to attain a Class 1 rating. Increasing monthly fire training to the required 16-hours a month starting in April 2026. Need a year of 16-hours a month of fire-related training to get full credit with ISO.

Duncanville Fire Chief Connealy attended the Texas Commission on Fire Protection regional meeting in Arlington on April 26, 2026.

Continued to work on the Insurance Services Office (ISO) project. An ISO evaluation is scheduled for late in 2026, and completion of the First Due software module onboarding is required before that review.

Seeking input from the Fire Marshal’s Office regarding ongoing fire lane parking enforcement challenges being addressed by City Management. Currently, Fire Marshal staff are unable to initiate towing without law enforcement present due to certification limitations. Further discussion is needed to establish clear long-term expectations and potential solutions.

A budget workshop for the FY 2026-2027 DCEDC Budget was conducted. Community Highlights
This past Saturday, the Recreation Center hosted its first Movie in the Park of the year, featuring Are We There Yet. The event included a food truck (Kathy’s Kitchen) for the first time, allowing guests to enjoy convenient meal options. The Duncanville Recreation Center also provided complimentary Coca-Cola and popcorn for the first 50 attendees.
The event attracted over 60 attendees. Participation may have been higher; however, weather conditions were less than ideal. Despite this, guests enjoyed a positive community experience, with families able to enjoy a relaxing evening outdoors together.
Facility Highlight
HYPE (Helping Youth and the Community) Sports Basketball hosted a two-day tournament at the Duncanville Recreation Center, generating approximately $2,100 in court rental revenue over the weekend. The tournament included participants ranging from 2nd grade through 8th grade.
Each division concluded with championship recognition, including award rings for winning teams, helping to celebrate youth achievement and reinforce the City’s identity as the “City of Champions!”

BloomFest Music & Arts Festival
BloomFest is officially one week away, and excitement is building across the community as we prepare for one of Duncanville’s signature events! Join us next Saturday, May 9, from 4:00 PM – 10:00 PM at Armstrong Park for an unforgettable evening where music, art, and community truly come together. This year’s BloomFest will feature an expanded lineup of live entertainment across multiple stages. Both the Champion Stage and Bloom Stage schedules are set, and we are excited about the diverse mix of local talent, ensuring there is something for everyone to enjoy throughout the evening. Our highly anticipated Battle of the Bands competition has drawn incredible interest, with public voting now complete. The Top 3 bands will perform, and the winner will be announced live at the event, creating an exciting, interactive experience for attendees as they compete on stage for the top spot. BloomFest will also showcase a vibrant Artist and Maker Market, highlighting original artwork, handcrafted goods, and unique finds from talented creators across the region. In addition, guests can enjoy a variety of food trucks, interactive activities, and community activations throughout the park. We are especially excited to bring back our community art initiative, “Pieces of Us”, sponsored by the Duncanville Parks & Recreation and hosted by Esther Williams. This collaborative mosaic project invites attendees to contribute and be part of a lasting piece of art that represents the spirit of Duncanville. Thanks to support from the Texas Commission on the Arts, this year’s event will also feature the engaging and interactive Bike Zoo, adding a fun and educational arts experience for families. Staff continues to work closely with internal departments and public safety partners to ensure a safe, well-coordinated event. Final logistics, vendor coordination, and event setup are all on track for a successful weekend. BloomFest continues to grow as a regional attraction and a point of pride for Duncanville, bringing together residents and visitors alike to celebrate creativity, culture, and community.

CONSTRUCTION NOTICE
The City of Duncanville is starting construction! Please anticipate increased traffic and delays in the area. Construction will begin on April 25, 2026, with an estimated completion of mid- May 2027. Please note that rocky soil conditions and weather can impact the scheduled timeline.
Who: Residents of Duncanville
What: Project: The project consists of reconstruction of roadway paving, drainage, water, wastewater, sidewalk, and pedestrian improvements.
Where: North Cedar Ridge Drive from Cathy Self-Morgan Way/Middale to W. Camp Wisdom Road (see maps below).
When: April 25, 2026, through mid-May 2027.
Why: To repair the roadway and utilities that have exceeded their lifetime and provide better service and safety to the residents and general public.

Street Division
- Crews repaired broken asphalt pavement on Braewood Place.
- Crew cleared a storm drain inlet blockage on South Santa Fe Trail and West Danieldale Road/South Clark Road.
- Crews removed and hauled off debris, restricting drainage flow in front of storm drain headwalls.
- Crew repaired four potholes in the Robin Hill Lane and South Forest Lane alleys.
- Crews removed fallen trees from the right-of-way throughout the city due to the recent storm.
- Crews filled in asphalt milling on the Fieldhouse grass area.
Texas Water Conference
The Public Works Director and Utilities Superintendent are attending the Texas Water Conference this week in San Antonio, Texas. This event is the largest regional water conference in the U.S., bringing together water and wastewater professionals to discuss technology, regulations, and water management. During the event, Duncanville’s recent partnership with ASTERRA USA, a satellite leak-detection company, was highlighted in the company’s conference brochures. In short, our adoption of satellite-based leak detection has dramatically improved our ability to identify and address real water loss, especially non‑surfacing leaks hidden by challenging soil conditions. By combining innovative technology with targeted field verification, we maximized staff productivity, reduced operational costs, and achieved significant water savings.
Utilities Division
From April 20-26, 2026, 28,039,420 gallons of water were pumped. The estimated water loss for that week was 227,500 gallons.
