City of Duncanville Launches Smart Water Meter Project

The City of Duncanville will begin a water meter replacement project to install residential and commercial water meters with an automatic (smart) meter reading system. Water meters are used to measure the amount of water delivered to our customers. Replacing old water meters with new smart meters will ensure we can accurately track water usage while reducing maintenance work. Learn more

Fire Administration

• The inaugural September 11th ceremony held last Friday was a success and well attended.
  
• City Council approved Assistant Chief Leary as the Interim Fire Chief on September 15, 2026. Chief Connealy’s last workday is September 18, 2026, as he retires after 48 years in the fire service.
  
• Completing oaths of office that were not completed over the years to be placed in personnel files as part of the Best Practices project. This will be completed by next week. There are only two left that are presently on leave.
  
• Work on Texas Fire Chiefs Association Best Practices project. Fire will be uploading documents into the Best Practices portal starting on September 16, 2026.
  
• Work on Insurance Services Office (ISO) project and plans for an ISO inspection in 2027 to attain a Class 1 rating was discussed at an officer meeting on August 8, 2026, with the Interim City Manager.
  
  • Firefighters are concerned with the 16-hours a month of training required as being too much combined with other duties.
    
  • This project is on hold due to firefighters not wanting to do the training required for full ISO credit.
    
  • I am working with the Interim City Manager on the path forward.

A Duncanville Public Library card hits all the right notes this September during Library Card Sign-Up Month! Libraries offer something for everyone—no matter your age, background, or goals. At the Duncanville Public Library, your library card is the ticket to borrowing items at four different libraries! Stream movies, TV shows, and documentaries with Kanopy, or instantly download audiobooks and ebooks with CloudLibrary or Libby. Your library card can even be used with the Makerspace. On Monday, September 21 (10 AM – 4 PM), give blood and make a real difference to someone in need. The American Red Cross will be hosting a blood drive at the Duncanville Public Library. Sign up for a donation appointment online via https://www.redcrossblood.org/give.html/find-drive. A limited number of walk-in appointments may also be available.

Join us on Wednesday, September 30 (5 – 7 PM) for Watch-It Wednesday! Celebrate the world of comic books with the movie Spider-Man: Into the Spider-Verse (PG). Water and snacks will be available for filmgoers.

ECONOMIC DEVELOPMENT

Leadership Southwest- Class of 2026

Economic Development, City Councilmember DeMonica Gooden, Mayor Greg Contreras, and City Administration welcomed the 2026 Leadership Southwest Cohort for Duncanville Day on Wednesday, September 16th. Class members were hosted for a full day of learning and activities around the city in collaboration with the Duncanville Fieldhouse & Ted E’s Kitchen, The Collab at Wheatland Plaza, Duncanville ISD & new Career and Technical Education (CTE) facilities at Duncanville High School, the Duncanville Community Theatre, Hilton Garden Inn Conference Center, and Red Bird Lanes.

Tax Increment Financing Board

The Tax Increment Finance Board (TIF Board) will conduct it’s regularly scheduled meeting on Thursday, September 17, 2026 at 6:00 PM in the City Council Briefing Room.

• Parklane Investments dba Corinth Properties- Chapter 380 Sales Tax Incentive, Up to $150,000 over 5 years, Approved by DCEDC – December 15, 2025. Approved by City Council on February 3, 2026.
  
• Railroad Flats Property – A Chapter 380 Agreement with Pegaso California Construction Corp was approved by the City Council on March 3, 2026, as part of the purchase and redevelopment of this vacant parcel in the Downtown District. Business Attraction Activity

Chiefs Pursuit Surplus has signed a letter of intent to lease commercial property at 617 S. Alexander Freeway (US-67). The company is a family-owned dealer with more than 30 years in the law enforcement vehicle market, serving police agencies, government entities, security firms, and private buyers with patrol units, K-9 and SWAT vehicles, and pursuit-rated trucks and SUVs. Currently based in Hempstead, TX. The new Duncanville location will be positioned to serve public safety agencies with specialty vehicle upfitting services across the DFW region.

Parks

• Crews prepared soccer and baseball fields at Harrington Park for opening-day games, ensuring facilities were ready for the start of league play.
  
• Crews completed field preparation and general maintenance necessary to support scheduled soccer and baseball activities at the complex.
  
• Staff provided operational support for the opening weekend and coordinated field readiness for scheduled games.
  
• Crews mowed, weed-eated, edged, and blew the Fieldhouse, Rotary Park, Lions baseball field, Armstrong baseball field, and Pyburn Park.
  
• Crews completed corridor mowing and grounds maintenance at Police/City Hall, Annex, Armstrong Park, Library, Recreation Center, Senior Center, and Fire Station on Camp Wisdom.
  
• Crews supported Armstrong Park event preparations and delivered the event trailer for scheduled activities.
  
• Crews completed landscape maintenance at Fire Station 2 and the Recreation Center, including hand-weeding, shrub and Vitex trimming, edging, cleanup, pre-emergent application, and treatment of ant mounds.
  
• Crews trimmed trees away from the Community Theatre roof and completed landscape bed maintenance around the facility and Recreation Center entrance.
  
• Crews conducted a Kidsville inspection, checking playground equipment for stability and identifying 13 areas of graffiti. Staff removed graffiti where possible and completed minor repairs to gazebo slats, the pavilion area, and a paver near the amphitheater.
  
• Staff supported event setup by retrieving the large photo-op display and metal truss from Village Tech, securing cooling fans, and positioning golf carts inside the Recreation Center.

Recreation Center

Staff Highlight – Jersey Day Fridays

This past week marked the start of the NFL football season and the City of Duncanville Departments kicked off Jersey Day Fridays. Team members enjoyed showing support for their favorite teams while sharing some friendly sports-related smack talk with members who noticed their jerseys.

The initiative creates another opportunity for staff and members to connect, build relationships, and enjoy friendly conversations centered around sports.

Staff Highlight – Festival de las Américas

This past weekend, the City of Duncanville’s Special Events Department hosted Festival de las Américas, where the Recreation Team assisted with the success of the event.

Events like this provide staff with opportunities to experience different responsibilities, support citywide initiatives, and connect with other City employees working throughout the event.

Department Highlight – 9/11 Memorial Service

The Duncanville Rotary Club and the Duncanville Fire Department hosted a 9/11 Memorial Ceremony this past Friday. The Duncanville Recreation Center supported the ceremony by providing audiovisual equipment and assisting with the event’s audio needs.

The Recreation Team was proud to support this meaningful remembrance honoring the lives lost and the first responders who served during the events of September 11, 2001.

• The MGO Right of Way permitting program showed strong performance this week, with improved tracking and monitoring of active permits.

Street Division

• Crew identified and located 12 utility storm drain inlets at various locations throughout the city.
  
• Crews completed a hot mix level up on Memory Lane.
  
• Crew supported the microsurfacing team by transporting and placing “No Parking” signs at designated locations.
  
• Crews loaded trucks to haul off waste material at the city spoil yard.
  
• Crew was dispatched to Thrush Avenue in response to a tree that had fallen onto the cable lines.

Utilities Division

• From September 7-13, 2026, 48,680,900 gallons of water were pumped, with an estimated loss of 227,500 gallons.
