Richard B. Abernethy, MPA

Interim City Manager

Richard B. Abernethy brings over 20 years of municipal leadership experience to his role as Assistant City Manager for Operations for the City of Duncanville. Appointed in May 2025, Abernethy oversees key operational departments, including Human Resources, Information Technology, Public Works (with Neighborhood Services and Permitting), Project Management, Fiscal Services, and the City Secretary’s Office.

Prior to joining Duncanville, Richard served as Director of Administrative Services for the Cities of Burleson and Waxahachie, where he led initiatives in IT, Utility Billing, Municipal Court, and Solid Waste. His accomplishments include implementing a citywide KPI program, transitioning to Tyler Munis ERP, conducting a comprehensive customer service survey, and managing the construction of a new City Hall Annex.

He also held several leadership roles with the City of Dallas, where he managed Sanitation Services with an $89 million revenue stream and contributed to the city’s $1.05 billion 2017 Capital Bond Program. His work in permitting and development services earned recognition for improving efficiency and responsiveness.

Richard holds a Master of Public Administration from the University of North Texas and a Bachelor of Arts in Political Science from Texas State University. He is known for his collaborative leadership, data-driven approach, and dedication to operational excellence and public service.


ABOUT THE CITY'S WORK PLAN

On March 5, 2019, the Duncanville City Council formally adopted the FY 2019 Work Plan, which includes the Council's Mission Statement and the Six Capstones. This Work Plan identifies the major work items, in alignment with the FY 2019 Budget that will guide City Staff to implement and achieve the goals of the City Council. In addition, it serves to define the allocation and funding through the FY 2019 annual budget to implement the established goals toward future growth and governance of the City of Duncanville.
